The Howard R. Young CI, also known as Gander Hill Prison, situated in Wilmington, is a Level 5 facility (maximum security) named after a revered Department veteran who served for 33 years until his passing in 2001. Initially termed the Multi-Purpose Criminal Justice Facility, it was renamed in honor of Young in February 2004, who was the prison's inaugural warden upon its 1982 establishment.
Comprising the West Wing, the original facility, designed for 360 detainees, and the East Wing, added in 1992, accommodating 480 beds for sentenced offenders, the institution's capacity has expanded through subsequent construction projects to house up to 1,180 individuals. Presently, it typically houses around 1,500 offenders, processing approximately 60% of all admissions in Delaware's correctional system, primarily the detainee population.
