The Bell Detention is a detention center located at 1000 Newnan Rd Carrollton, GA which is operated locally by the Carroll County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Carroll County accepts inmates from surrounding towns, Carrollton Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. The Carroll County Sheriff's Office underwent a significant relocation in October 1979, shifting from downtown Carrollton to 1000 Newnan Rd, accompanied by the establishment of a new jail facility capable of housing 85 inmates. Over time, as Carroll County's population expanded, so did the inmate population, reaching over 300 daily by the late 1990s.

In October 2001, the Carroll County Jail transitioned into the Jack T. Bell Detention Center, a modern facility designed to accommodate 597 inmates. Simultaneously, the original facility was repurposed into a female housing unit, offering 85 beds. In January 2006, to meet the growing demand, an additional 48 beds were installed on the maximum security level of the male housing unit, boosting the total capacity of both facilities to 645 beds.

Inmates within the Bell Detention Center have the opportunity to participate in work programs, where trustees are assigned to various work details by the Jail Administrator designee based on factors such as minimum security status, sentencing, and disciplinary record. Violations of rules may lead to removal from work programs. Half-time for an inmate, as per the Official Code of Georgia, entails earned time for early release based on good behavior, subject to loss for disciplinary violations.

Telephones provided within each cell block facilitate collect calls only, with three-way calling prohibited. Any attempt at three-way calling results in a block being placed on the number. Calls are recorded and may be monitored, except for legal consultations.

Upon arrival, inmates receive an interim classification based on factors such as sex and offense status, followed by placement into an Interim Housing Unit. Custody Classification by the approved Classification Officer determines placement into a normal Housing Unit, ensuring safety and security.

Inmates in the general population may partake in voluntary programs like General Equivalency Diploma courses, Substance Abuse, and Alcohol Abuse programs. Participation criteria vary and requests should be submitted in writing to the Activities Director.
