Located in Milan, NM, Cibola CCC operates as a private contractor with various government agency agreements providing state-minimum custody requirements. Programs are offered to all custody levels, including work release residents focused on reentry success. With a strong emphasis on rehabilitation, Cibola CCC provides comprehensive educational and vocational opportunities. The Cibola County Correctional situated in Milan, New Mexico, began as a county prison before being acquired and expanded by the Corrections Corporation of America (CCA) in 1998. With a capacity of 1129 inmates, it primarily housed federal minimum-security prisoners under contracts with the United States Federal Bureau of Prisons (BOP) and the United States Marshal Service until October 2016. The facility faced scrutiny due to incidents such as non-violent protests by inmates in 2001 and 2013, and a high proportion of undocumented Mexican nationals among the prisoner population by 2002.
Following the decision to phase out contracted facilities by the BOP in August 2016, the Cibola County Correctional Center closed, leading to the loss of around 300 local jobs. However, it was later reopened under CoreCivic, the rebranded CCA, with a contract from U.S. Immigration and Customs Enforcement (ICE). Despite its reopening, the facility has been subject to ongoing legal challenges and investigations regarding detainee deaths since October 2016.
Concerns about the treatment of transgender migrant detainees have been particularly prominent, with the facility housing facilities dedicated to the ongoing detention of transgender individuals, following the closure of a separate ICE detention pod for gay, bisexual, and transgender detainees in Santa Ana. Tragically, individuals like Roxsana Hernandez Rodriguez, a transgender woman seeking asylum from Honduras, have died in custody, raising questions about the treatment of detainees at the facility. These incidents underscore broader concerns about the mental health challenges faced by transgender detainees and the need for legal representation within the facility.

All visitors must be approved in advance by the inmate/residents Unit Team. Inmate/resident will submit their request for visitors on the visiting list request form. The unit staff will notify the inmate/resident when the prospective visitor has gained final approval or been refused. Authorized visitors are individuals (family, friends, and associates) that have an established relationship with the inmate/resident prior to confinement and the relationship can be verified. No more than four (4) visitors per inmate/resident, excluding children will be allowed.
Special visits may be arranged through Unit Staff for attorneys, paralegal, consular visits, clergy, former or prospective employers, sponsors, parole advisors, or law enforcement officials, with the review and approval of the Assistant Warden or designee. Members of the clergy who wish to visit with an inmate/resident on a professional basis must make a request to the Warden/Facility Administrator or designee prior to the visit. How do I get approved for visitation? The inmate will request from his unit staff the required visit forms that will be sent to you. Once the inmate receives the information from you via mail he will give it to his unit staff for verification of the information.
