The Laurel Co Jail is a detention center located at 206 W 4th St London, KY which is operated locally by the Laurel County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Laurel County accepts inmates from surrounding towns, London Police Department, and the US Marshal's Service.
New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. Those who are not released await their court appearances at the jail, receiving accommodations including bedding and meals. You can see all the arrest records for Kentucky here.
The Laurel County Correctional Center is located in London, Kentucky: the heart of southeastern Kentucky. We house approximately 300-400 county, state, or federally incarcerated inmates. Our facility consists of 3 floors, which include a male and a female detoxification dorm on the first floor, along with 4 isolation cells under constant observation. The second floor houses female inmates as well as our maximum security male inmates. The third floor is for general housing and includes a designated wing for protective custody inmates and sex offenders. Officers stationed on these two floors are in the cells at least once an hour and often more to establish safety and wellbeing of the incarcerated.
Cameras have been placed in each cell to virtually eliminate the amount of assaults taking place within the facility. Hand sanitizer and anti-bacterial soap dispensers have been placed in each cell to help reduce sickness and infection. A majority of the cells have been completely remodeled, with the shower areas stripped down and refinished to make a cleaner and safer living environment for inmates. The kitchen, which was in desperate need of repair, was completely torn down and rebuilt.
Inmate labor has been utilized in order to complete each step of the jail’s transformation, which in return has saved taxpayers millions of dollars. Also, Jailer Mosley has been able to give annual raises to all of his staff and officers have been provided with Tasers, uniforms, better training and countless other amenities to help make their jobs easier and a lot safer.

Can I send an inmate a message?
The jail cannot pass phone calls or phone messages to the inmates. Inmates have generous access to the phones. You will have to wait for the inmate to contact you.
How can I get money to an inmate?
You can place money on an inmate's account either via the web at telmate.com or here at the facility on the kiosk. You must use cash or credit card. Fees may apply.
Mail must be on standard paper and not have any discrepancies on it. No marker, cologne, perfume, stickers or any other foreign substance. The envelope will be disposed of so return addresses need to be written on the letter.
How do I sign out an inmate's property?
To sign out an inmate’s property, you must come to the facility and present identification. The owner of the property must then confirm they want to sign their property out to you. Clothes the incarcerated wore in may not be signed out, only safe property and excess property.
How many pictures can an inmate have?
An inmate may receive 2 photos at a time. Photos must be tasteful and of reasonable size and may not be altered in any form
I know someone who is being booked in, now what?
Each new inmate will be entitled to two free five-minute phone call upon intake. All additional calls must be collect or through their inmate account on Telmate.
They will see pretrial within 24 hours of their intake. The pretrial officer will contact the judge and set the inmates bond according to their criminal history and security risk. They will then remain in custody until the bond is posted or their arraignment court date. The court dates for arraignment are as follows:
Monday- 11:00 AM
Wednesday- 9:00 AM
Friday- 9:30 AM
If the inmate is in custody and attends their arraignment at the facility, they must first wait for a docket to come back from the clerk's office verifying their bond/ sentence before they are released.
All unopened commissary items from other facilities that are offered on our facility’s commissary shall be permitted into our facility. No food items shall be allowed and property will be disposed of after seven (7) days if not claimed.
All monies received from you during the booking process is placed into your inmate trust account. Inmates are entitled to receive commissary privileges if there are funds available on the account and the inmate hasn’t been restricted for disciplinary reasons. Money may be deposited to your inmate trust account twenty-four (24) hours a day and seven (7) days per week via facility kiosk or through the website www.pay.gettingout.com.
Commissary items are delivered on Monday and Thursday afternoons. To receive items Monday morning, inmates must have their orders submitted by 7:00 AM the previous Friday. To receive items Thursday morning, orders must be placed by 7:00 AM the previous Tuesday. There is a fifty dollar ($50.00) limit on all orders.
You may now add money to an inmate trust or phone account using the lobby kiosk with a credit card, debit card or cash. Simply follow the instructions on the touch screen. Funds are available instantly for use by the inmates to place commissary orders or make phone calls. A voicemail is sent to the inmate letting them know that funds have been deposited into their account.
You can also add funds to your own phone number using the lobby kiosk. Simply follow the instructions on the touch screen.
Jail Programs
The Laurel County Correctional Center provides the numerous programs to inmates helping them better prepare to return to the community as productive citizens. We are currently collaborating with local agencies and organizations to provide Graduation Equivalency Diploma, GED Classes, and twelve step treatment and recovery program, Celebrate Recovery. We have recently added Cognitive- Behavioral Treatment resources from Correctional Counseling, Inc. that are being implemented in a classroom setting. These materials will be used by our reentry facilitator to help identify and address inmate risk factors. By providing these programs, we hope to reduce the rate of recidivism (return of from inmates) among our current inmate population, ensuring increased community safety.
Brief description of each class offered
Anger Management
This class is targeted for adults who have problems with managing feelings of anger and frustration in an appropriate way. This class also targets substance abusers, criminals, and individuals involved in domestic violence or dysfunctional relationships. Individuals participating in these classes must complete homework prior to attending the class for a group discussion.
Life Skills
This class is targeted for individuals who are about to enter the work world as well as those who have poor work histories. This program also helps repeat offenders of petty crime including vandalism, bad checks, repeat traffic offenders, and people owing restitution. The program focuses on rules, relationships, feelings for others, goals, values, and making commitments.
Parenting
Our Parenting and family values class is used with individuals in any type of treatment, but especially with female offenders in need of parenting skills. Participants confront their parenting skills and habits, perform a clarification on their values regarding family, and establish appropriate discipline routines. This class also targets an individual who have failed to maintain obligations to pay family or child support and directly confronts this issue.
Criminal Thinking
This class is targeted for individuals who are active in substance abuse programs of any type in any setting. This class focuses on risky situations, scripting changes, coping with urges and cravings, being around users, understanding support issues and taking charge. This class helps substance abusers stay clean and change their way of thinking about substance abuse.
G.E.D. (Graduation Equivalency Diploma)
This program is offered by the Laurel County Adult Education. The program offers individuals the opportunity to obtain their GED while and after incarceration
Celebrate Recovery
This program is offered by one of the many church affiliated with our facility. Hawk Creek Church provides this a 12 step program and recovery plan in which is designed to help individuals overcome life issues using Christian principles.

Visitation is offered 7 days a week between 8:00 AM and 10:30 PM. You must first register a profile on the kiosk and present an ID. Visits must be scheduled 6 hours in advance. Inmates are allotted two free local 30 minute visits per week.
Inmates must accept the requested visit and visitor’s scheduled date and times. Visitation is conducted in the secure visitation area or through a webcam home visit. Inmates do not have direct contact with visitors.
Inmates are permitted a minimum of two visits per week unless the inmate is classified as disciplinary segregated. Two thirty (30) minute visits are offered to the inmates free of charge. Additional visits are also offered through Telmate. Two (2) visitors are permitted to visit the inmate at the same time. Children are permitted to visit inmates if accompanied by an adult.
Attorneys, Clergy, Pastors, Media and medical personnel are permitted to visit with inmates at any time. This is not counted as a personal visitation.
All visitors that refuse to register, are intoxicated, or do not have identification will be denied visitation. Inmates will be granted visitation from any persons that the inmate wishes to visit with, unless:
Command Staff at the facility or any law enforcement officer or agency are permitted to listen to, or make audio and video recordings of inmate visits. Notice of this is posted in plain sight in the facility lobby. Visits from Attorneys, Clergy or medical personnel are not recorded.
