As a minimum security facility, NV DOC - Stewart Conservation Camp (SCC) has dormitory housing. The prisoners are classed as low level risk, and NV DOC - Stewart Conservation Camp (SCC) has no perimeter fencing and a low staff-to-inmate ratio. To assist inmates in their rehabilitation, NV DOC - Stewart Conservation Camp (SCC) has many work programs which enable inmates to work in local institutions.

The majority of the inmates at SCC work for the Nevada Division of Forestry and are assigned to twelve-man fire crews. Inmates also work for Silver State Industries, which runs the ranch, dairy and the Wild Horse Training Program. Some of the inmates are classified as community trustees who provide support services for several state agencies in Carson City, Nevada. Inmates at SCC can prepare for the General Education Development (GED) test. In addition, several self-help and treatment programs are conducted by medical and mental health staff in the evenings.
Under the supervision of Silver State Industries, the ranch operates a commercial dairy, grows alfalfa, breeds and raises cattle and cares for horses in coordination with the Department of Agriculture and the Bureau of Land Management. The Wild Horse Program involves inmates training horses for adoption by the public.
