does inmate mail/commissary/belongings follow the inmate when they transfer facilities? what about funds in their accounts?

Inmate movement is tough on the inmate. They pack out their belongings but it is rare for the inmate to retain all of their previous property. Commissary goods are lost, clothing is often lost and mail remnants are lost. Mail in-route is NOT forwarded, it is returned to the sender. If the inmate remains within the same system (state, federal) the funds will transfer. If they are going from county to county they probably will not transfer. If you sent the money, you will have to request a refund to get the money returned. If the inmate requests it, it will eventually get to them but it is a long process. If it is the telephone service, the person setting it up will have to apply for are fund. Not all facilities have contracts with the same phone carriers so there might be the need to set up a whole new account.
