My daughter was appointed a court appointed attorney on Thursday. Her bail was set very high. Her court appointed attorney said that she cant represent her because she is already representing someone in the same case. Does she have to wait until her next bail hearing on 12/31/15 before shes appointed another court appoint attorney

NO, the public defender's office must appoint another attorney so that your daughter will have representation at the hearing.
