Inmates do NOT have access to the Internet. There are no computers to the outside world. There are however some email programs in various places like federal prison where the inmate can pay-per-minute to send and read emails. It is on about a 2-hour delay and is very expensive but it does work well. Inmates are strictly prohibited from the use of a cellphone. Cellphones are considered dangerous contraband and carry a punishment of up to an extra five years in federal prison if they are caught with them. What's worse is if any cellphone is found it is shipped to the the FBI lab and treated forensically - if the contraband cellphone contains a phone number that matches any number on an inmate's call list, that inmate will be placed in disciplinary segregation (the SHU) for months and month while the SIS does their investigation. Inmate's that try and get away with using a cellphone while incarcerated are playing with fire. They always get caught, either the guards find them during shakedowns or another inmate snitches to get out of a problem they got themselves into. Do not let your inmate talk to you on a cellphone.
