My sister is looking at her 3rd possession charge and is worried about the possibility of getting hit with prior and persistent. Will the new drug laws help with lowering her chances of the prior and persistent charge

My daughter was locked up a few days ago on on schedule 1 or 2 heron possession driving on suspended license. This is her first drug charge well second really but 1st one did not stick I have put her in rehab 2 times she would walk out after a few day's she needs help what can I do to get the system to help
The system is not going to keep letting her walk. Eventually these charges are going to add up to one big sentence that she won't be able to walk away from. The treatment works if the patient wants to change. If she is not interested in change, the will never stop.
