The NAWR is overseen by the Alabama Department of Corrections and consists of six community-based programs that supervise both pre-sentenced and sentenced offenders, prioritizing public safety and cost-effective alternatives to incarceration. Working in collaboration with the Department's Work Release Center, located at 1401 Hwy 20 W Decatur, AL, and other criminal justice agencies, the division oversees thousands of offenders in the community.
The North Alabama Community Based Facility and Community Work Center, established in May 1981, serves as a minimum custody facility situated on 11 acres in Decatur, AL, along Highway 20. Operated by the Alabama Department of Corrections (ADOC), this center plays a vital role in facilitating the reintegration of inmates into society through various programs and initiatives.

One notable aspect of the North Alabama CBF is its work release programs, which allow selected inmates to engage in gainful employment within the community while being supervised in a community-based facility during non-working hours. Inmates interested in participating in the Work Release Program undergo an evaluation by a Classification Specialist to determine their eligibility.
Participants in the Work Release Program are required to perform a minimum of three hours per week of pro bono community service, a unique aspect of the North Alabama CBF compared to other centers. Additionally, inmates contribute a percentage of their gross salary to cover the costs associated with their participation, including transportation fees, medical co-pays, drug testing fees, and laundry services. Taxes and Social Security deductions are also withheld from their wages, with the remainder deposited into their PMOD account.
In addition to work release programs, the North Alabama CBF also offers drug treatment programs aimed at helping inmates overcome substance abuse issues. These programs, along with aftercare and NA/AA programs, contribute to the overall rehabilitation and well-being of the inmate population.
