The ADCRR-Perryville-Santa Rosa operates as a modern, minimum-security state prison facility within the Perryville complex, which consists of eight inner prison compounds operated by the State of Arizona. Exclusively dedicated to female offenders, the Perryville complex has a maximum capacity of 4,401 inmates. Among its four open units—Santa Rosa, Lumley, San Carlos, Santa Cruz, and Piestewa—there is a focus on catering to inmates across various custody levels, ranging from minimum to close custody offenders.

At Perryville-Santa Carlos, work programs are integral to the functioning and operation of the facility. All units utilize inmate workers as required by Arizona law, with inmates typically compensated between 10 cents and 50 cents per hour for their work. Job opportunities span various areas such as kitchen work, groundskeeping, maintenance, building porters/janitors, clerical roles, and recreation aides.

The Department has established specialized contracts with outside entities through Arizona Correctional Industries, allowing some inmates to earn wages exceeding 50 cents per hour. These work programs operate across different units within the complex and include:

- Inmate workforce to Hickman’s Egg ranch
- Food service and maintenance crews
- Plumbing, library, painting, and maintenance roles
- Special Olympics participation
- ACI Televerde, Printshop, and Garment factory involvement
- Employment opportunities with the Motor Vehicle Department, Ash Crew, ADOT, and the Wildland Fire Crew

In terms of education programs, Adult Basic Education (ABE) and GED programs are available to all inmates at ASPC-Perryville. Inmates who are unable to function at the 8th-grade level are required to enroll in the Department's ABE Literacy Program, with progress beyond the 8th-grade level necessary for eligibility for higher-paying job assignments.

Additionally, vocational education programs are offered to qualifying inmates through Rio Salado Community College. These programs encompass a range of vocational classes, including computer courses, providing inmates with valuable skills and opportunities for personal development.
