The inmates housed at Broward Transitional Center (ICE) - GEO located at 3900 N Powerline Rd in Pompano Beach, FL are placed according to their custody level and are incarcerated by a private company contracted by a government agency and are paid a per diem or monthly rate, either for each inmate in the facility or for each bed available. The facility is well-trained and well-staffed. This doesn't come without some controversy as the "price of incarceration" is big business and critics claim there is a monetary benefit to keeping people locked up. The flip side is this facility undergoes rigorous inspections and are some of the be maintained in the US.

For inmates that show a willingness to learn new things, there are educational and vocational training programs here that will prepare them for a successful reentry when released.

In August 2002, a contract was awarded by the Immigration & Customs Enforcement (ICE) to provide a transition center for short-term non-criminal and low-security detainees. The contract was awarded to GEO, and it was re-awarded in July 2008 for five years through 2014, with expanded services to include additional female residents. As part of the contract renewal, a sizeable and upscale recreation area was made available to detainees.

The center's scope of work includes providing a safe, secure, and humane environment that promotes the welfare and socialization of detainees. Realistic self-help education programs are offered, and detainees are encouraged to participate in various intra-institution work assignments. Individual social, psychological, medical, and religious counseling services are also available. Additionally, a robust transportation system performed by GEO Transportation Inc. (GTI) supports ICE ground and air operations.

The facility itself represents a unique community resource, characterized as one of the few "purpose-built" community correctional centers of its size in the United States. It consists of a two-story building designed and constructed to blend in with the community setting while providing privacy, separation by gender, and full support space for residents and staff. The facility features a kitchen building, expanded medical clinic and courtroom areas, as well as a 14,000-square-foot office building for client use.
