Operated by the Division of Rehabilitative Programs (DRP), MCRP provides an alternative to the final phase of incarceration, allowing qualified individuals to serve out their sentences in the community rather than within state prison walls. With three locations in Los Angeles County, MCRP aims to extend its reach and impact across the region.

Since its establishment in 2015, MCRP has been meticulously designed to offer a holistic range of community-based rehabilitative services. These services encompass vital support areas such as substance use disorder treatment, mental health care, medical assistance, employment opportunities, educational resources, housing assistance, family reunification support, and social integration programs. By harnessing these comprehensive services, MCRP strives to facilitate successful reentry into the community following incarceration, ultimately contributing to a reduction in recidivism rates.

Participants in the program are eligible for up to two years of involvement, with a minimum requirement of 60 days before their Earliest Possible Release Date (EPRD). Eligible incarcerated individuals are allowed to voluntarily sign up for MCRP placement. Subsequently, potential candidates undergo review by the Institution Classification Committee (ICC) for approval and are referred to the Classification Staff Representative for endorsement. Electronic monitoring is mandated for all participants, and compliance with this requirement is a prerequisite for placement.

Endorsement for MCRP placement by a Classification Staff Representative is typically granted when an individual is within 32 months of their release date. However, the actual transfer to the program occurs when the individual has 30 months or less remaining in their sentence. Individuals with fewer than 60 days left on their sentence are ineligible for MCRP participation. Through these structured guidelines and the provision of rehabilitative opportunities, MCRP endeavors to facilitate the successful reintegration of its participants into society.
