It falls under the jurisdiction of the Federal Bureau of Prisons (BOP), a division of the United States Department of Justice. Inmates at both the Low and the Camp are accommodated in dormitories.

FCC Beaumont comprises three facilities: FCI Beaumont Low (a low-security facility), FCI Beaumont Medium (a medium-security facility), and USP Beaumont High (a maximum-security facility). Situated approximately 4 miles south of the City of Beaumont in Jefferson County, Texas, FCC Beaumont serves as a crucial correctional hub in the region.

Health services at FCI Beaumont Low mirror those provided across all FCC Beaumont institutions. These include sick calls, eyeglasses, emergency medical treatment, physical examinations, medications, immunizations, and dental care. Over-the-counter medications can be obtained from the commissary. Routine health care needs require inmates to submit triage forms.

Upon arrival, inmates undergo intake screening, following which they have access to a range of comprehensive treatment programs offered by the psychology staff. These programs address various clinical disorders, provide self-help options, assess and treat behavioral or emotional problems, and aid in overall adjustment. Offerings include anger management, Smart Recovery, and other relevant programs.

FCI Beaumont Low hosts a Residential Drug Abuse Program (RDAP), while the SCP does not. However, the institution provides a Drug Abuse Education Course, the Non-Residential Drug Abuse Program (NR-DAP), and support groups such as Alcoholics Anonymous (AA) and Narcotics Anonymous (NA).

Educational opportunities at FCI Beaumont Low encompass literacy, GED, and English-as-a-Second Language (ESL) programs. Additionally, the institution offers parenting and Adult Continuing Education (ACE) courses, with high school diplomas and post-secondary programs available through paid correspondence programs.

Inmates can partake in advanced occupational education programs covering a variety of fields, including Advanced Microcomputer Applications, Basic Diesel, Building Trades, Culinary Arts, HVAC, Industrial Sewing, Major Appliances, and Microcomputer Applications. Apprenticeships in Carpentry, Electrician, HVAC, Painting, Plumbing, and Teacher Aide are also available.

The institution features a law library equipped with legal reference materials for inmates preparing legal papers. Additionally, inmates have access to the TRULINCS Electronic Law Library, electronic typewriters, and a leisure library offering fiction and nonfiction books, newspapers, and magazines.

UNICOR, operating at no cost to taxpayers, assists inmates with release preparation and job skills acquisition. The facility at FCI Beaumont Low focuses on producing clothing and textiles.
