Located in Panama City, FL, Bay CF operates as a private contractor with various government agency agreements providing state-minimum custody requirements. Programs are offered to all custody levels, including work release residents focused on reentry success. Established in 1995, this facility serves as a medium security adult male inmate housing unit. Operated by Management & Training Corporation under contract with the Department of Management Services for the Florida DOC, it has a capacity of 985 inmates. The facility offers various academic programs such as Adult Basic Education, Adult Literacy, GED preparation, and vocational programs like FDE Horticulture and Technology Support Services.

In addressing substance abuse issues, the facility provides programs like Alcoholics Anonymous, Narcotics Anonymous, Intensive Outpatient programs, Seeking Safety, SkillStreaming, and Substance Abuse Prevention/Education. Institutional betterment programs include offerings like Acceleron Learning Suite, ACCI Lifeskills, Aggression Replacement, InsideOut Dad, Law Library Program, Library Program, Thinking for a Change, and Veteran's Support Services.

Additionally, recreational and canine programs like Canine Caretakers, FDC Wellness Curriculum, and NCCER CORE are available to inmates. These programs aim to enhance inmates' skills, address behavioral issues, provide education, and support their overall well-being during their time at the facility.

From I-10 take Exit 130 (US-231 South). Approximately 12 miles south of Youngstown, look for Bay Industrial Park on the left. Turn left onto Bayline Drive and follow the road until it dead-ends at the facility.​
