Located at 1900 River Rd in Crozier, VA, JRWC carefully assigns inmates based on their custody level, considering factors like criminal history. JRWC offers diverse educational and vocational programs aimed at equipping offenders for successful reintegration into society and reducing recidivism. Through these initiatives, inmates gain skills and confidence, fostering personal growth and resilience.

Established in 1896, the James River Work Center, initially known as the James River Correctional Center, served as a penal farm operation in Goochland County, catering to "miscreants and the infirm." Although the original facility closed in 2011, the James River Work Center continues to operate in the same location today, spanning 1,202 acres under the Virginia Department of Corrections.

Functioning as a minimum security state prison, the center provides inmates with opportunities for rehabilitation through various programs. Notably, the Greener Pastures Program allows offenders to work with retired thoroughbreds, learning essential horse management skills. In addition, inmates are employed on a dairy farm situated within the prison grounds.

Due to its level 1 low-security designation, the center has specific eligibility criteria for inmates, excluding those convicted of certain severe crimes or with a history of escape or behavioral issues.

Collaborating with the Thoroughbred Retirement Foundation, the James River chapter, founded in 2007, offers a Second Chances program where inmates care for horses and participate in the nationally acclaimed Groom Elite program. This initiative provides mutual benefits, with horses receiving lifelong care and potential adoption, exemplifying the notion of reciprocal support between humans and animals.

Apart from its equine programs, the James River Work Center contributes to Virginia's broader prison system, offering rehabilitative initiatives aligned with inmates' needs based on sentence lengths and behavior. These include inmate work activities, substance abuse treatment, mental health services, and life skills programming, aiming to facilitate positive growth and reduce recidivism rates.
