The YDF was established to serve as a comprehensive hub for juvenile justice services. It encompasses circuit courtrooms, juvenile master hearing rooms, and administrative offices catering to various legal and social service entities. Among its critical functions, the Department of Juvenile Services (DJS) operates a secure detention center within the facility, primarily catering to male youth from Baltimore City.

Within the detention center, youth receive essential services such as dietary, medical, educational, and counseling support. Moreover, the facility offers recreational amenities. Notably, residents attend school year-round, with classes held five days a week for six hours each day, ensuring continued educational engagement during their stay.
