The JCF stands as a prominent multi-level state prison sprawling over 114 acres of land, situated in Jackson County. Established in 1985, JCF plays a vital role in housing approximately 2,000 male inmates aged 18 and older across varying security levels, including Secure Level I, II, and IV.

The prison complex comprises a diverse array of infrastructure, including six pole barn housing buildings, eleven brick housing buildings, an Administration building, Education building, and two food service buildings. Additionally, essential facilities such as healthcare, maintenance, Michigan State Industries, and the Michigan Braille Transcribing Fund are integral components of the JCF infrastructure.

At the core of its mission, the Cotton Facility prioritizes the educational and vocational development of its inmate population. To this end, it offers a comprehensive range of academic programs aimed at fostering personal growth and skill acquisition. These programs encompass Adult Basic Education, General Education Development (GED) preparation, Special Education, English as a Second Language (ESL), and vocational training in areas such as Employment Readiness and Food Technology. Notably, JCF hosts the Michigan Braille Transcribing Fund (MBTF), contributing to the accessibility of educational materials for visually impaired individuals. Furthermore, the facility houses the Michigan State Industries Print Shop and Mattress Factory, providing opportunities for vocational training and employment.

JCF serves as a critical Prisoner Re-entry facility, catering to the statewide medical and the Wayne County population. It offers evidence-based cognitive programs tailored to address various behavioral challenges, including Thinking for a Change (T4C), Chance for Life (CFL), Violence Prevention Program (VPP), Michigan Domestic Violence Program (MiDVP), Phase II Substance Abuse, Advanced Substance Abuse Treatment (ASAT), and Alcoholics Anonymous. Additionally, JCF proudly hosts the Leader Dog for the Blind Program, exemplifying its commitment to community engagement and rehabilitation efforts.

In terms of healthcare services, JCF ensures that inmates receive comprehensive medical, dental, and mental health services directly on-site. For serious medical issues requiring specialized care, inmates are referred to the department’s Duane Waters Health Center (DWH) for further treatment.

Security at JCF is paramount and is upheld through a robust system comprising three 12-foot fences, rolls of razor-ribbon wire, two perimeter towers, and an electronic detection system. A patrol road encircles the facility perimeter, facilitating rapid response to any security breaches or alarms triggered by the detection system. Moreover, surveillance camera systems are strategically positioned throughout the facility to enhance monitoring and surveillance capabilities, further bolstering security measures.
