Located at 1576 W Bluewater Hwy in Ionia, MI, ICF carefully assigns inmates based on their custody level, considering factors like criminal history. ICF offers diverse educational and vocational programs aimed at equipping offenders for successful reintegration into society and reducing recidivism. Through these initiatives, inmates gain skills and confidence, fostering personal growth and resilience.

The ICF, established in 1987, serves as a correctional institution for male inmates aged 18 and older, with security levels ranging from II to V. The facility comprises five Level V housing units and two Level II housing units. Among the Level V units, two are designated for Administrative Segregation, including Detention and Temporary Segregation cells, while the remaining three units are for general population inmates, one of which houses the START NOW Program. The Level V units feature bi-level, double-winged single-cell structures with day room areas, showers, laundry rooms, staff offices, and fenced-in recreational yards. Administrative Segregation units provide outdoor recreation in single-occupancy security exercise modules.

Level II housing consists of large pole-barn constructions divided into two units, each accommodating 140 beds. These units feature amenities like shower and laundry areas, as well as separate yard areas equipped with recreational facilities such as a weight pit, basketball courts, volleyball, softball, horseshoes, and a running track. Jobs, including employment at a Michigan State Industries factory, are available for Level II prisoners.

Prisoner services and amenities are centralized in various buildings, including classrooms, an auditorium, a gymnasium, a weight room, a barbershop, food service, health care facilities, prisoner property management, maintenance, and administrative offices.

Programming at the facility includes academic offerings like Adult Basic Education, Special Education, General Education Development (GED) completion, and Employment Readiness programs. Treatment services encompass outpatient mental Health Treatment, Counseling, Alcoholics Anonymous groups, religious services, Violence Prevention Program, the Michigan Domestic Violence Program (MiDVP), and Thinking For A Change.

Additionally, the Level II housing hosts the Leader Dogs for the Blind program. Legal and general libraries are available to prisoners. On-site medical and dental care is provided, with emergency cases addressed at Sparrow Ionia Hospital and the Duane L. Waters Health Center in Jackson.

Security measures at the facility include two 12-foot wire fences incorporating a Stun Fence, razor ribbon, gun towers, security surveillance cameras, and a personal alarm system for staff. Enclosed officer's stations segregate each wing within the Level V housing units, while armed personnel patrol the prison perimeter in a patrol vehicle.
