Located at 2400 S Sheridan Dr in Muskegon, MI, MCF carefully assigns inmates based on their custody level, considering factors like criminal history. MCF offers diverse educational and vocational programs aimed at equipping offenders for successful reintegration into society and reducing recidivism. Through these initiatives, inmates gain skills and confidence, fostering personal growth and resilience.

The MCF operates as a level II double-bunked facility, consisting of eleven buildings dedicated to various functions. These include six housing units, Food Service, Educational/Leisure Time Activities, Programs, and Administration. Among the housing units, Unit One accommodates a 27-bed segregation unit, Health Care facilities, and 182 general population prisoners. Unit Six serves as the Faith Base Unit, housing 160 general population prisoners, while the remaining housing unit houses 238 general population prisoners.

Programming at the Muskegon is extensive, aiming to provide educational, vocational, and reentry opportunities to incarcerated individuals. Educational programs include Special Education and GED preparation and testing, along with a state-of-the-art Welding program and Horticulture. In a significant initiative, Hope College partnered with Western Theological Seminary in 2019 to offer a Christian liberal arts education program to incarcerated individuals at MCF through the Hope Western Prison Education Program. This program has been successful and was officially accredited in 2021, offering MCF students the opportunity to earn a Bachelor of Arts degree, free of charge.

Reentry programming is a key focus, offering initiatives such as Violence Prevention Programming, Thinking for a Change, Building Responsible Dynamic Gaining Essential Safety, Substance Abuse Education Phase 2, and Advanced Substance Abuse programs. Additionally, a variety of leisure activities are provided to promote positive engagement. Religious services, as well as general and legal library services, are available to support the spiritual and intellectual needs of the population. The facility also hosts programs such as Prison Fellowships Pre-release Academy, Urban Ministry Institute programming, and PAW's for a Cause Dog Training program.

Security measures at the Muskegon Correctional Facility include a buffer fence, double chain link fences, razor-ribbon wire, electronic detection systems, an armed patrol vehicle, and gun towers, ensuring the safety and security of both staff and inmates within the facility perimeter.
