The Monroe Detention Center is a detention center located at 2420 East Gibson Road Woodland, CA which is operated locally by the Yolo County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Yolo County accepts inmates from surrounding towns, Woodland Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. Through the authority of the Detention Division of the Yolo County Sheriff’s Office, inmates may be assessed to determine their needs and eligibility for in-custody programs. These programs are designed to aid inmates in a successful re-entry into the community upon release from jail.

One of the goals of the Detention Division is to provide appropriate services to as many inmates as possible and release inmates with more skills, education, and resources than they had prior to booking. It is the hope of the Detention Division, that with the help of grant money, the Inmate Welfare Fund, volunteer services, and community partnerships, the jail is able to provide inmate program participants with a head start and prepare them to return to the community.

Current In-Custody Programming Includes:

• Drug and Alcohol Treatment (Phoenix House)

• Treatment for inmates struggling with substance abuse and addiction. Treatment is either in group or one-on-one, depending on the inmate’s need and classification.

• In-Custody Day Reporting Center (DRC) (Leinberger Center only)

• Multi-phase program that address criminal thinking and anti-social values. Program also helps inmates gain computer and financial skills. Classes can continue post-release at DRC’s West Sacramento or Woodland campuses.

• In-Custody Northern California Construction Training (NCCT) (Leinberger Center only)

• Vocational training program which introduces inmates to the field of construction. Classes can continue post-release at NCCT’s Woodland & West Sacramento campuses.

• Parenting Classes

• Classes led by a contractor who instructs inmates on parenting techniques and bonding with children. Classes meet the Welfare & Institutions Code requirements for those inmates who are involved with CPS.

• Anger Management Education

• Classes led by a contractor who instructs inmates on conflict resolution and stress management.

• Woodland Literacy’s GED/Literacy program

• Contracted GED Liaison assists inmates with GED prep and coordinates GED testing.

• Domestic Violence & Sexual Assault Survivor Support Groups

• Confidential support groups are offered to female inmates and run through EMPOWER Yolo.

• Bible Study Classes and Clergy Visits

• Volunteers offer weekly spiritual classes and one-on-one visits with inmates.

• Friends Care

• Program which assists inmates with services Correctional Staff are not trained or able to perform.

• Alcoholics Anonymous / Narcotics Anonymous

• Volunteer run self-help groups assisting inmates with drug and alcohol addiction.

• Socialization Groups

• Run by our contract medical provider, these groups allow for social interaction amongst inmates with mental health concerns.

Sheriff’s Working Inmate Program

The Sheriff’s Working Inmate Program (SWIP) and Electronic Monitoring Program (EM) are Alternative Sentencing Programs for serving court ordered commitments (jail time).

Sheriff’s Working Inmate Program– This is a work release program that allows participants to convert jail time by performing outdoor work for Yolo County. There is a fee associated with this program. Participants will be supervised by the Yolo County Probation Department. Under certain circumstances this program may be transferred to other counties within California.

To enroll in this program participants will need to;

• Appear in person no sooner than 72 hours from day you are sentenced at the Work Programs Office. This will allow time for the office to receive court paperwork.
• Have a valid current United States or State government issued identification (Driver’s License, Identification card, passport, Military ID).
• Have a copy of your court minute order with jail commitment.
• Have a sentence of 180 days or less.
• Complete SWIP application process and pay nonrefundable program fees of $340 within 45 days.
• Complete booking process.

Electronic Monitoring– This is a program where you are confined to your home and monitored by an electronic GPS device for the length of your sentence. You may continue to work or attend school. There is no fee associated with this program. Under certain circumstances this program may be transferred to other counties within California.

To apply for this program participants will need to;

• Appear in person no sooner than 72 hours from day you are sentenced at the Work Programs Office. This will allow time for the office to receive court paperwork.
• Have a valid current United States or State government issued identification (Driver’s License, Identification card, passport, Military ID).
• Have a copy of your court minute order with jail commitment.
• Complete the EM application.
• Schedule a follow up interview within 2 to 4 weeks. At that time you will find out if you have been accepted for the program.

• Qualifying Criteria for EM

  Applicant must be considered a low risk, non-violent offender by the program staff.

  Applicants Must:

• Have a residence that is structurally sound within reasonable proximity from the Yolo County Sheriff’s Office.
• Have a working phone for contact with Electronic Monitoring Officers.
• Have electrical power to operate the equipment.
• Must agree to the Conditions of Release (Program rules).
• Must submit a clean drug and alcohol test prior to participation in the program.

• The following factors may disqualify an applicant from participation in the program.

• Pending criminal or traffic cases.
• Documented pattern of violent behavior.
• Applicant poses a threat to the community or victim.
• Refusal by applicant to accept the Conditions of Release.
• Charges (past or present) of a sexual nature.
• Applicant has validated gang affiliation or gang related charges.
• Applicant has been restricted by the Court from participating in a program.
• Employment that relates to the most recent offense or prior criminal history.
