Located at 6000 State Rd in Memphis, TN, MLCC carefully assigns inmates based on their custody level, considering factors like criminal history. MLCC offers diverse educational and vocational programs aimed at equipping offenders for successful reintegration into society and reducing recidivism. The MLTC serves as a transitional facility for male offenders, aiming to facilitate their successful reintegration into society. With a capacity to accommodate 288 inmates, MLTC prioritizes public safety through supportive living environments and evidence-based transitional services.

Established in 2016 and named after former TDOC Commissioner Mark Luttrell, the facility implements a phased program for its residents. Phase I focuses on cognitive and behavioral care, education, and job skills development within a structured classroom setting. Residents engage in various evidence-based vocational and behavioral health programs, including Career Exploration, Persevere computer programming classes, cognitive behavior intervention, substance use group therapy, aftercare, and workforce development initiatives.

Phase II of the program expands opportunities for residents but also requires them to maintain employment within the facility, such as in landscaping, janitorial services, or food services. This phase reinforces responsibility and work ethic while providing valuable skill-building opportunities.

In Phase III, residents transition to a work-release program, enabling them to secure employment in the community while residing at MLTC until they are granted parole or complete their sentence. This phase represents a critical step towards reintegration, allowing individuals to gradually transition back into society while still benefiting from the supportive environment and resources provided by MLTC.

If unable to locate the desired information through free resources, users may opt to use the Arrest Record Search, which requires payment. While this option incurs a small fee, it provides access to the most up-to-date data available.
