The HCC serves as a mixed custody prison accommodating minimum to maximum security inmates. Established in 1937 by legislative decree to alleviate overcrowding at the West Virginia Penitentiary, it became a separate entity in 1947 named the West Virginia Medium Security Prison. Later, in 1970, it acquired its current name, Huttonsville Correctional Center, by legislative act, and has since become the oldest and largest facility in the state.

Recent construction efforts have expanded the facility's capacity to accommodate up to 1,135 inmates. The living quarters feature military-style dormitories in the original building and single/multi-cell housing in the new units. Following the completion of these additions, a Behavioral Improvement Unit and an Intake Unit were established. With a staff of 388, the Huttonsville Correctional Center stands as one of the largest employers in Randolph County.

Inmates at Huttonsville have access to a range of educational programs, both vocational and academic, facilitated by the State Department of Education. These programs aim to engage inmates in rehabilitation efforts during their incarceration. The Adult Basic Education Program offers classes enabling inmates to pursue or obtain GED certificates. Additionally, vocational courses are available, covering disciplines such as Auto Mechanics, Auto Body, Welding, Machine Shop, Carpentry, Masonry, Electrical, and Computer Lab.

Prison Industries operates the Braille Program and Furniture plant at Huttonsville, contributing to inmate skill development and productive engagement. The Braille Program transcribes regular textbooks into Braille, which are then distributed nationwide. Moreover, the furniture plant undertakes the refinishing and construction of new furniture for various agencies, serving as a valuable vocational training opportunity for inmates. Through these educational and vocational initiatives, Huttonsville Correctional Center endeavors to facilitate inmate rehabilitation and prepare them for successful reintegration into society upon release.

Huttonsville Work Camp (HWC)

The Huttonsville Work Camp (HWC) is located adjacent to the HCC on Route 250 in Randolph County. HWC opened on April 1, 2012, as both an attempt to relieve overcrowding in the state’s correctional system, to offer another place of transition from higher security institutions to a minimum security environment and to prepare inmates for re-entry into society. Many of the educational opportunities at HCC are also made available to inmates at HWC, and some of the offenders housed at HWC are eventually eligible for transfer to the State’s Work Release Centers.

HWC operates as its entity outside of the secure confines of HCC. It houses 48 non-violent inmates who are deemed low-risk. These inmates are allowed to work outside of the property of the prison. Offenders at HWC work a variety of jobs in the local area which include Division of Highways crews, WV Farm Commission, grounds maintenance, and a multitude of Special Projects. The Special Project crews assist in many different community services for local schools, non-profit organizations, and government facilities.
