The Locked Detention program serves as a critical response to the immediate safety concerns posed by delinquent youths in the community. Tailored for short-term confinement, it caters to youths awaiting adjudication, placement, or sentence enforcement by a Utah Juvenile Court Judge, with 11 separate programs operating across the state. Within these programs, youths engage in structured activities such as schooling, cognitive behavioral skill-building groups, and recreational endeavors, fostering personal growth and development.

Family involvement is actively encouraged, providing opportunities for phone contact and visitation to support the rehabilitation process. While admission into the program is contingent upon meeting the criteria outlined in the Statewide Detention Admission Guidelines, certain exclusionary factors exist, including status offenses, failure to appear at court hearings, runaway incidents, experiences of abuse or neglect, and age restrictions.

The overarching goals of the program encompass community protection, holding youths accountable for their actions, and conducting early screening and assessment to address underlying issues. Each youth's length of stay is individually determined by the Utah Juvenile Court, with a focus on serving delinquent youths aged 12-17 deemed to pose a significant risk to the community. Through this structured approach, the program aims to mitigate immediate risks while facilitating rehabilitation and eventual reintegration into society.
