Established in 2007, Federal Correctional Institution (FCI) Herlong functions as a medium-security federal prison solely housing male inmates in California. Situated in Lassen County near the Nevada border, the facility also encompasses a minimum-security satellite camp. FCI Herlong is one of three prisons in Lassen County, contributing significantly to the local economy as a major employer following the decline of the timber industry. In 2007, nearly half of the working adults in Susanville, the county seat, were employed by one of these three correctional facilities. Collectively, they house approximately 11,000 inmates.

Inmates at FCI Herlong reside in individual cells. Basic healthcare services are provided, including routine checkups, emergency care, and treatment for urgent medical needs. While emergency care is available 24/7, a triage system is in place for evaluating non-emergency medical requests. Herlong offers mental health services encompassing crisis counseling, individual and group therapy sessions, and medication management in collaboration with healthcare professionals. Typical therapy groups address anger management and HIV/AIDS awareness.

Addressing substance abuse issues is another priority. The satellite prison camp houses a Residential Drug Abuse Program (RDAP) and provides additional support through the Drug Education class, the Non-Residential Drug Abuse Program (NR-DAP), and Alcoholics Anonymous (AA) meetings.

FCI Herlong promotes rehabilitation through educational programs. Inmates can pursue a GED or acquire English language skills through ESL classes. Additional options include Adult Continuing Education (ACE) courses and parenting programs. High school diplomas and college correspondence programs are also available, though inmates are responsible for the associated costs.

FCI Herlong Camp stands out for its vocational training programs offered through the minimum-security facility. These programs equip inmates with skills that enable them to work outside the prison in the surrounding community. Apprenticeship opportunities, however, are not available.

Inmates have access to both leisure and legal libraries. The leisure library offers a variety of reading materials, including fiction and non-fiction books, newspapers, and magazines. The legal library primarily features the TRULINCS Electronic Law Library. Additionally, typewriters and a copy machine are available for inmate use.

FCI Herlong also operates a UNICOR facility that focuses on managing vehicle fleets and their components. Inmates are allocated a monthly spending limit in the prison commissary, allowing them to purchase various items once a week on their designated shopping day.
