The Rock County WI Juvenile Detention Center is a medium to low-security detention center located at 210 East Hwy 14
Box 1649 Janesville, WI that is operated locally by the Juvenile Justice Department and holds youths awaiting the determination of punishment for the crimes which they are accused. Most of the adolescents are here for less than two years.


The Juvenile Justice and Prevention Services Division (JJPSD) implemented several strategic system improvement initiatives. Most improvements were directed towards the Youth Services Center, formerly the Juvenile Detention Center. Staff at the Youth Services Center (YSC) underwent extensive training on the topics of behavioral management, crisis intervention, and trauma-informed care. As a follow-up to the training, leadership at the YSC in partnership with direct-care staff developed several work groups in order to develop and implement a model behavioral management system. In addition to training and programmatic changes within the facility, significant physical plant upgrades were made to the shelter care portion of the YSC. A quiet room was created for youth experiencing mental health issues along with painting and furniture upgrades. The overarching purposes of the physical plant changes were to create as much of a home-like atmosphere as possible.

Fewer changes were made to juvenile court and Diversion services. A focus was placed on continuous quality improvement to existing programs. Most notably was the Division’s participation in the countywide mental health and AODA evaluation by Zia Partners. In 2012 and beyond, the Division will be integral partners in implementing recommendations of the Zia Partners evaluation.

Overall, the JJPSD will continue to strive to implement evidenced-based programs and practices in connection with the Division’s vision, mission, and values.
