In the Butte area (Multi-County: Tehama, Nevada, Colusa, Glenn, Sutter, Placer, and Yuba), it stands as the sole provider of this program.

Since its inception in 2015, MCRP has been tailored to provide a wide array of community-based rehabilitative services. These encompass support for substance use disorder, mental health care, medical assistance, employment aid, educational opportunities, housing assistance, family reunification, and social integration initiatives. By availing themselves of these services, MCRP aims to facilitate successful community reentry post-incarceration, thereby contributing to a reduction in recidivism rates.

Participants in the program can engage for up to two years, with a minimum requirement of 60 days before their Earliest Possible Release Date (EPRD). Eligible incarcerated individuals have the option to volunteer for MCRP placement. Subsequently, potential candidates undergo review by the Institution Classification Committee (ICC) for approval and are then referred to the Classification Staff Representative for endorsement. Mandatory electronic monitoring is a component of the program, and compliance with this condition is imperative for placement.

Endorsement for MCRP placement is typically granted when an individual is within 32 months of their release date. However, actual transfer to the program occurs when the individual has 30 months or less remaining in their sentence. Individuals with fewer than 60 days left on their sentence do not meet the criteria for MCRP participation. Through its structured guidelines and rehabilitative opportunities, MCRP aims to facilitate the successful reintegration of its participants into society.
