The Community Alternatives of the Black Hills (CABH) in Rapid City, SD, focuses on successful offender reintegration into society, crucial for effective crime control. With high recidivism rates, evidence-based practices tailor programs for medium to high-risk individuals, reducing repeat offenses. Reentry and Treatment Centers offer structured environments and various programs aiding rehabilitation and community reconnection efforts. Collaborating with the Pennington Sheriff's Department, the South Dakota Department of Corrections, and sometimes the Federal Bureau of Prisons, comprehensive reentry services prioritize education, substance abuse treatment, and workforce development. Facilities assist officers in monitoring compliance and serve as alternatives to pretrial detention, considering cost-effectiveness and reducing overcrowding. Emphasizing individual needs, family support, and community integration, the center aims for holistic support, empowering successful reintegration.

Community Alternatives of the Black Hills (CABH), operating under contracts with the South Dakota Department of Corrections and the Federal Bureau of Prisons, has been providing rehabilitation services since its establishment in January 1992. Initially serving as a minimum security correctional facility for South Dakota inmates, CABH expanded its services over the years, entering contracts with federal agencies and expanding its infrastructure with additional buildings.

In 2006, CABH constructed a new facility, relocating its residents and staff to the new premises in October 2007. The facility accommodates both male and female residents, with a total capacity of 68 individuals. Throughout its history, CABH has been committed to providing comprehensive reentry programs and services aimed at facilitating successful rehabilitation and community reintegration.

During the intake process, residents undergo assessments to develop personalized reentry treatment plans known as Individual Program Plans (IPPs). CABH offers a wide range of programs, including parenting classes, life skills training, financial management courses, stress and anger management sessions, and communication skills development. Support groups such as Narcotics Anonymous, Alcoholics Anonymous, and cultural support groups are also available to residents.

Moreover, CABH hosts peer-to-peer support groups like FRESH (Facing Re-entry Effectively, Safely and Honestly) and WISE (Women Becoming Independent, Self-Sufficient and Empowered) tailored to address the unique needs of residents preparing for reentry into their communities. These initiatives provide residents with the necessary support and resources to navigate the challenges of reintegration and work towards leading productive and fulfilling lives post-incarceration.
