The Green Oaks Juvenile Detention Center is a medium to low-security detention center located at 4820 S Grand St Monroe, LA that is operated locally by the Juvenile Justice Department and holds youths awaiting the determination of punishment for the crimes which they are accused. Most of the adolescents are here for less than two years.

The Green Oaks Juvenile Detention Center, located at 4820 South Grand Street in Monroe, Louisiana, occupies four acres generously donated to the Ouachita Parish Police Jury. With a capacity of 60, the center consists of two units for males, each housing 22 single cells, and one unit for females with eight single cells, all complemented by day room areas.

Facility features encompass a self-contained kitchen and laundry facility, designed to accommodate up to 100 individuals. Additionally, Green Oaks is equipped with three classrooms and a computer lab, with educational staffing provided by both the Ouachita Parish School Board and the Monroe City School System.

Throughout the center, electrically locked doors, managed from a central control center, ensure security. Administrative offices, a nurse's station, an intake area, and staff offices contribute to efficient facility operation and management.

Green Oaks Juvenile Detention Center serves as an immediate protective measure for children whose behavior or actions endanger personal and property rights. A positive detention experience increases the likelihood of a child responding to assistance from probation officers, social workers, or other relevant institutions, thus benefiting both the child and the community by reducing repeat offenses. Moreover, the center fosters community awareness of the efforts made by juvenile courts and related agencies to address delinquency issues.

Furthermore, Green Oaks collaborates with the University of Louisiana at Monroe and Grambling State University to provide training opportunities for students in social and criminal justice fields.

Operating under a philosophy aligned with that of juvenile courts, the center rejects delinquent behavior while embracing the child who commits such acts. This approach emphasizes the necessity of societal boundaries and enforcement, without being permissive or indulgent towards delinquency.
