The Northeast Ohio Community Alternative Program (NEOCAP) in Warren, OH, focuses on successful offender reintegration into society, crucial for effective crime control. NEOCAP, a Community Based Corrections Facility (CBCF), serves Ashtabula, Geauga, Lake, Portage, and Trumbull Counties, governed by a Facility Governing Board and supported by a Judicial Advisory Board comprising seven Common Pleas Court judges. Committed to reducing recidivism and enhancing public safety, NEOCAP offers evidence-based programs and operates with integrity and professionalism.

Certified by the Ohio Department of Mental Health and Addictions Services (OMHAS) for residential substance abuse treatment, NEOCAP follows a house model, assigning residents to the Red, Blue, or White House upon entry. Each house has dedicated program staff, including case managers and treatment specialists, who collaborate to deliver comprehensive services.

Residents progress through four phases during the four to six-month program, starting with Orientation, focusing on assessment, motivation, and familiarization with cognitive-behavioral treatment. Phases 2 and 3 emphasize treatment participation, while Phase 4 prepares residents for reintegration, including employment, housing, and family engagement.

Group counseling addresses various criminogenic needs through evidence-based curricula, including Cognitive-Behavioral Interventions and Thinking for a Change program. These programs integrate cognitive restructuring, social skills, and problem-solving to reduce criminal behavior and enhance awareness and self-control.

Moving On, a gender-responsive curriculum, helps women explore self-selected high-risk situations, challenging negative thinking patterns, and developing communication and problem-solving skills. Criminal Thinking group targets residents with identified criminogenic thinking patterns, using role-play and cognitive skill-building to correct criminal attitudes and behaviors.

Substance Abuse Treatment group meets four times per week, focusing on motivation enhancement, risk evaluation, cognitive restructuring, emotional regulation, and relapse prevention. AA/NA Support Meetings provide residents with positive support and leisure activities, promoting sobriety and recovery.
