Tooley Hall is a residential community corrections program for offenders referred through the Colorado Department of Public Safety and Division of Criminal Justice. The center provides services to prepare residents for a successful transition to the community and to reduce recidivism in the Denver area. Residents participate in the EMBARC (Enhancing Motivation by Achieving Reshaped Cognition) program, created in equal partnership with the Colorado Division of Criminal Justice (DCJ) Office of Community Corrections and Denver Division of Community Corrections (DDCC).


EMBARC is a specialized treatment program that provides evidence-based Cognitive Behavioral Therapy (CBT) to change criminal thinking and behavior. This is done through cognitive restructuring and skill training with directed practice. EMBARC utilizes the CBI-CC (Cognitive Behavioral Interventions – A Comprehensive Curriculum) treatment model developed by Dr. Edward Latessa, University of Cincinnati. The 90-day research-informed model uses strategies and techniques to work with high-risk offenders. Residents are required to participate in a minimum of 250 hours of CBT prior to discharging from the program with continuing aftercare.


Programs and services currently offered at Tooley Hall include, individual assessments, case management services, Cognitive Behavioral Treatment (CBT) groups, family services, Mental health services, education services, family services, and reentry services.

  • Tooley Hall's mission is to provide a healthy, drug-free, safe and secure environment within which staff provide treatment and education services that focus on changing addictive and criminal behaviors and to provide our participants with the knowledge and skills necessary to lead a productive lifestyle prior to reintegration into their communities.
  • Assessment staff interprets test results and collaborates with case management, security personnel, and treatment providers to provide the most appropriate frequency, intensity, and duration of treatment for clients.
  • Ongoing program evaluation takes place to consistently assess treatment results and diagnose programmatic trouble spots.
  • Residents of Tooley Hall receive a variety of gender specific treatment services such as parenting classes, family services, domestic violence classes, substance abuse treatment, relapse prevention, GED preparation, employment assistance, and life-skills training.
  • The goal of Tooley Hall is to increase the number of offenders with law abiding, productive lives and decrease recidivism, relapse rates, and community safety concerns.
