Tooley Hall is a residential community corrections program for offenders referred through the Colorado Department of Public Safety and Division of Criminal Justice. The center provides services to prepare residents for a successful community transition and reduce recidivism in the Denver area. Residents participate in the EMBARC (Enhancing Motivation by Achieving Reshaped Cognition) program, created in equal partnership with the Colorado Division of Criminal Justice (DCJ) Office of Community Corrections and Denver Division of Community Corrections (DDCC).

Programs and services currently offered at Tooley Hall include individual assessments, case management services, Cognitive Behavioral Treatment (CBT) groups, family services, Mental health services, education services, family services, and reentry services.

  • Tooley Hall's mission is to provide a healthy, drug-free, safe and secure environment within which staff provide treatment and education services that focus on changing addictive and criminal behaviors and to provide our participants with the knowledge and skills necessary to lead a productive lifestyle before reintegration into their communities.
  • Assessment staff interprets test results and collaborates with case management, security personnel, and treatment providers to provide the most appropriate frequency, intensity, and duration of treatment for clients.
  • Ongoing program evaluation takes place to assess treatment results and diagnose programmatic trouble spots consistently.
  • Residents of Tooley Hall receive a variety of gender-specific treatment services such as parenting classes, family services, domestic violence classes, substance abuse treatment, relapse prevention, GED preparation, employment assistance, and life-skills training.
  • The goal of Tooley Hall is to increase the number of offenders with law-abiding, productive lives and decrease recidivism, relapse rates, and community safety concerns.
