No. Electronic devices cannot be sent into any correctional facility from outside. It does not matter what type of device it is or how it is packaged. Anything electronic coming from an outside source will be rejected at the mailroom or confiscated.

What many facilities do allow is for inmates to purchase approved electronics through the commissary. Depending on the facility, this might include simple MP3 players, radios, or other approved audio devices that have been vetted by the institution. The models and brands available are typically restricted to a pre-approved list, and the items are sold directly through the commissary rather than brought in from outside.

The best way to make that happen is to put money on his commissary account so he has the funds to purchase one himself during his next commissary period. He can check with his counselor or the commissary list to see what audio devices are currently available at his facility.
