FCI Jesup does offer RDAP, the Residential Drug Abuse Program, which is the most significant sentence reduction program available in the federal system. Completing RDAP takes a full 12 months off the sentence and adds an automatic six months of halfway house placement on the back end. For eligible inmates at Jesup, that is the most powerful tool available for shortening actual time served.

Eligibility is the critical factor and it is determined entirely by the Presentence Investigation Report submitted to the judge before sentencing. If that document contains documented evidence of substance abuse, drug use, or alcohol dependency, RDAP eligibility exists and the inmate can apply. If the PSI contains no mention of substance abuse history, there is no appeal or workaround that opens the door to the program. The PSI is the gating document and what is in it at sentencing is what determines eligibility going forward.

Beyond RDAP, the First Step Act created an additional pathway through earned time credits. Participating in approved rehabilitative programming at Jesup, including educational courses, vocational training, and other evidence-based programs, generates credits that can be applied toward earlier transfer to a halfway house or home confinement. This avenue is available to a broader population than RDAP and does not require the substance abuse documentation that RDAP demands.

The combination of RDAP for those who qualify and First Step Act programming credits for everyone else means FCI Jesup offers meaningful opportunities to reduce actual time behind the wall for inmates who engage seriously with available programming from day one.
