Technically "no", but it is obvious that many, many inmates in fact do. Here are some of the ways that it might happen... 1) inmate sets up a FB account before they go in, they have a significant other manage the changes, 2) inmate PAYS someone to do the updates. there are actual businesses that will do an inmate's FB page for a fee., 3) inmate gets a smuggled smartphone and is doing the page themselves. This way is obviously the most dangerous as in previous caqses reported in the news, the inmates would post pics from inside. This did not remain a secret to the administration. They went crazy and locked the entire compound down for weeks. They did shakedowns and locked people up in the SHU. Obama created a new federal law against having a cellphone in prison. It became a mandatory minimum sentence enhancement of at least one year and upt to five depending if the inmate was proved to be running a criminal enterprise while incarcerated (with that phone). It really isnt worth spend more time in prison.
