Do All State Prisons Lock Down During an Inmate Manhunt?

Hi there. Have they lockdowns at all state doc because of this manhunt? Would or could they lockdown phones because of this? Or are there any reasons why an inmate would not be allowed to use the phone? Please And thank you

A system wide lockdown means normal operations are suspended across every facility in the state DOC. Programming stops, work assignments halt, movement is restricted, and visitation is cancelled until the situation is resolved. The duration depends entirely on how quickly the escapee is captured and how long the subsequent security review takes before officials are confident operations can safely resume.

Phone access during a lockdown is one of the first things restricted. Communication in and out of facilities gets tightened significantly during a security event because phone calls can potentially be used to coordinate assistance for the escapee or pass information that compromises the manhunt.
