What Programs Exist for Drug and Alcohol Offenders?

It depends heavily on the facility, the sentence length, and how the offense was classified, but there are programs available at most jails and prisons for people with drug and alcohol histories, and in many cases participation is encouraged or even required as part of a sentence.

At the federal level, the most significant program is the Residential Drug Abuse Program, known as RDAP. It is an intensive 500-hour treatment program offered at select BOP facilities. Completing it can earn an inmate up to a year off their sentence, which makes it one of the most valuable programs in the federal system. Not every facility offers it, and there is typically a waiting list, so the earlier someone gets on it the better.

State systems vary widely. Most states offer some version of substance abuse programming, ranging from in-cell workbook curricula to full residential treatment units within the prison. Some states have dedicated therapeutic community units where inmates in recovery live together in a structured environment separate from the general population. Quality and availability differ significantly from one state to the next and even from one facility to the next within the same state.

At the county jail level, programming is usually more limited due to shorter stays and smaller budgets, but many jails offer AA and NA meetings, and some have contracted with outside treatment providers to run structured groups.

Your friend should ask their case manager or unit counselor what is available at their specific facility and how to get enrolled. Getting into a program early, staying in it, and completing it all work in their favor at any future hearings or release decisions.
