When my inmate is released, is he sent back to the original arresting county where they were convicted in?

This depends on the conditions of his release. If there is a parole or probation, then YES he will have to begin his re-entry in the county where he was convicted. He can apply to move - the only way this happens is if the arresting county agrees to the transfer based on JOB, HOUSING and GENERAL ATTITUDE.
