The Anoka County Secure Program is a medium to low-security detention center located at 7545 4th Ave Lino Lakes, MN that is operated locally by the Juvenile Justice Department and holds youths awaiting the determination of punishment for the crimes of which they are accused. Most of the adolescents are here for less than two years.

The juvenile justice system differs from the adult system, focusing on rehabilitation and recognizing the developmental differences in juveniles. It aims to protect both the child and the public and helps juveniles become productive adults.

Juveniles are detained if they pose a threat, may miss court, or violate court orders. Parental involvement is crucial for effective supervision and rehabilitation.

Key differences in terminology include "taken into custody" instead of "arrest" and "supervision" instead of "probation." Referrals usually come from law enforcement, and an intake social worker decides the juvenile's placement. An inquiry can lead to dismissal, corrective action, or court involvement.

The process includes a plea hearing, possible evaluations, a pre-trial conference, a fact-finding hearing, and a dispositional hearing to determine the case's outcome. Parents may need to cover associated costs.

The Anoka County Secure Program (ACS) is a 50-bed facility, that serves as a specialized juvenile detention facility dedicated to supporting young males involved in the justice system. This facility operates with a focus on rehabilitation, offering structured programs tailored to the diverse needs of its residents. Through its comprehensive services, ACS strives to foster accountability, personal growth, and positive reintegration into the community.

Detention, Court Detention, and Waiting Placement: Quick Reference (PDF) and Referral Form (PDF)

Pre-adjudicated juvenile offenders, youth held on probation violations awaiting a court appearance, or youth waiting to transfer to another placement. These youth are housed in the STC pod with other youth who are on a contract program. Detention, court detention, and waiting placement youth receive all the same rights and privileges as contract youth. Each youth will attend school Monday-Friday and receive recreation, visitation, and church throughout the week.

ACS provides three distinct programs to address varying levels of need among its residents. The Short-Term Program serves juveniles placed under court detention, awaiting placement, or fulfilling specific contracts. For youth requiring longer stays, the Long-Term Program offers extended care, ensuring consistency and stability during their rehabilitation journey. Additionally, the facility offers Weekend and 10/5 Programs, which cater to specific schedules and needs, reflecting the program’s adaptability and commitment to individualized care.

By focusing on safety, accountability, and education, ACS plays a vital role in the juvenile justice system. Staff members prioritize creating an environment that balances security with growth opportunities, equipping young individuals with the tools to make better decisions and contribute positively to society. Located in Lino Lakes, the Anoka County Secure Program remains an essential resource for guiding at-risk youth toward a more promising future.
