The MCRP is a voluntary program for male inmates who have approximately 365 days left to serve. The MCRP allow eligible inmates committed to state prison to serve the end of their sentences in the community in lieu of confinement in state prison.

The MCRP is designed to provide, or arrange linkage to a range of community-based, rehabilitative services that assist with substance use disorders, mental health care, medical care, employment, education, housing, family reunification, and social support. MCRP’s help participants successfully reenter the community from prison and reduce recidivism.

All levels of eligible inmates who have approximately 365 days, but no less than 30 days, of their State prison sentence remaining may volunteer for placement. The ineligibility criteria are as follows:

  • An inmate whose County of Last Legal Residence (CLLR) does not have a MCRP or is not served by a multi-county MCRP. An inmate approved for a transfer of supervision to a county which is served by a MCRP is eligible
  • Has a PC Section 290 registration requirement, an R suffix, or current or prior conviction for a sexually violent offense as defined in subdivision (B) of the Welfare and Institutions Code Section 6600
  • California Static Risk Assessment score of five (high violence)
  • Has an escape history within the last five years, or mandatory minimum placement score (MMPS) noted for Escape
  • Has an active or potential felony hold, warrant, or detainer
  • Has in-custody misconduct (Division A-C offenses) within the last 12 calendar months, except physical possession of alcohol and possession of drugs (Trafficking offenses remain exclusionary)
  • Has been released from Security Housing Unit/Psychiatric Security Unit (SHU/PSU) within the last 12 calendar months
  • Validated Security Threat Group I (STG I) pursuant to California Code of Regulations,
    Title 15 Subsection 3378(c)

Inmates determined eligible for placement will be reviewed by the Institutional Classification Committee and if approved for placement, referred to the Classification Staff Representative for endorsement. All participants are subjected to mandatory electronic monitoring and must agree to the monitoring as a condition of placement.

Residential Treatment

Residential treatment programs are organized and staffed to provide both general and specialized nonhospital-based interdisciplinary services 24 hours a day, 7 days a week for persons with behavioral health or co-occurring needs, including intellectual or developmental disabilities. Residential treatment programs provide environments in which the persons served reside and receive services from personnel who are trained in the delivery of services for persons with behavioral health disorders or related problems. These services are provided in a safe, trauma-informed, recovery-focused milieu designed to integrate the person served back into the community and living independently whenever possible. The program involves the family or other supports in services whenever possible.

Residential treatment programs may include domestic violence treatment homes, nonhospital addiction treatment centers, or other nonmedical settings.

No cellphones, you will be searched before visiting. NO personal belongings. Persons under probation, parole, or other community corrections supervision must obtain the permission of both their individual supervising officer and the superintendent prior to a visit. Such visitation is not normally approved.

If the visitor is under the age of 18 and is a family member of the inmate, they must be accompanied by an adult family member or guardian to include a member of the inmate's extended family. If the visitor is under the age of 18 and is not a family member of the inmate, the minor visitor must be accompanied by a parent or guardian.
