The WCDF is a detention center located at 5555 Giant Hwy Richmond, CA which is operated locally by the Contra Costa County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Contra Costa County accepts inmates from surrounding towns, Richmond Police Department, and the US Marshal's Service.
New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. The WCDF, established in 1991, stands as the newest among Contra Costa County's three detention centers. Situated in Richmond, it functions as a direct supervision jail with a focus on educational and vocational programs. With a capacity to house up to 1,096 inmates across five distinct housing units—four for males and one for females—the facility boasts dedicated outdoor courtyards for recreational activities.
Inmates at WCDF enjoy considerable freedom of movement within the facility, allowing them to participate in various educational, vocational, and religious programs, attend medical appointments, and engage in social visits with family and friends. Moreover, they have opportunities to gain practical skills by working in the kitchen and laundry, where they receive training in culinary arts and commercial laundering.
The facility operates under a coeducational, program-oriented model, accommodating sentenced inmates ineligible for other county facilities and catering to special needs populations. With individual courtyards, educational classrooms, library facilities, and a chaplain program, WCDF offers a conducive environment for rehabilitation and personal growth.
Deputies ensure security within the facility and its double-fenced perimeter through regular patrols on bicycles and marked police vehicles, maintaining a safe and secure environment for both inmates and staff.

Up to three visitors may visit an inmate at one time and all visitors must be scheduled and at the facility no later than 30 minutes prior to the end of any visiting block. Inmates are responsible for notifying the supervising Deputy Sheriff of the visit and reporting to the visiting area 15 minutes prior to the visit. Failure to follow these regulations will result in cancellation of the visit.
Social visits will be scheduled only by the inmates. Please refer to Visiting Rules and Regulations for specific guidelines regarding these visits.
