The HCDC is a low/medium-security detention center located at 7301 Waterloo Rd PO Box 250 Jessup, MD which is operated locally by the Howard County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Howard County accepts inmates from surrounding towns, Jessup Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. Those who are not released await their court appearances at the jail, receiving accommodations including bedding and meals. You can see all the arrest records for Maryland here.

The Department of Corrections oversees the Howard County Detention Center, the Central Booking Facility, and the Community Service Program, aiming to maintain a safe and humane environment for incarcerated individuals. This goal is pursued through effective security measures, meaningful treatment programs, and support for inmates reintegrating into the community. The department, alongside dedicated volunteers, is committed to implementing best practices and evidence-based programming to prepare offenders for successful reintegration.

Howard County's original jail, established in 1878 in Ellicott City, accommodated 12 inmates. In 1975, the Division of Corrections was formed, evolving into a department in subsequent years. Due to overcrowding and outdated facilities, funding was secured for the construction of a new Detention Center in Jessup, which opened in 1983. Subsequent expansions followed in response to increasing inmate populations, with the facility currently housing pre-trial offenders and those sentenced for up to 18 months.

Religious services are facilitated by volunteers and faith-based organizations, including the Christian Jail Ministry, which provides spiritual and pastoral services, religious education, counseling, and support programs. Muslim faith education and services are offered by Dar Al-Taqwa congregation, while Catholic services are provided by Saint Matthews Catholic Church. Additionally, the department ensures that the religious needs of all inmates are met, overseen by the Deputy Director.

Project LEEP (Lifeskills Education Employment Program) equips participants with skills for seeking employment upon release, covering topics such as job application, resume writing, and interviewing techniques. Started in 1998, the program has been successful, receiving continued funding from Howard County Government. The Maryland Community Criminal Justice Treatment Program aims to reduce recidivism among mentally ill inmates by improving access to community resources and mental health services.

Howard Community College collaborates with the Department of Corrections to provide educational instruction, including adult basic education, pre-GED, and GED classes, enabling inmates to improve their literacy and numeracy skills and prepare for the high school equivalency exam.
