The establishment of the TSCI was initiated through legislation (LB 150) in 1997. Following the legislative mandate, a suitable site for the institution was chosen, located approximately two miles north of Tecumseh. Construction commenced swiftly, with ground being broken in December of the same year, marking the beginning of the facility's development. By late spring 2000, the recruitment and hiring of initial staff for the institution had begun, laying the groundwork for its operational readiness.
In December 2001, TSCI opened its doors to inmates, marking the culmination of several years of planning and construction. As a correctional institution, TSCI primarily serves as a maximum/medium custody facility catering to adult male inmates. Within its premises, TSCI houses a 194-bed restrictive housing unit, which plays a crucial role in managing inmates who require heightened supervision or disciplinary measures. Notably, TSCI also serves as a facility for inmates sentenced to the death penalty, although it's essential to clarify that the actual administration of the death penalty occurs at the Nebraska State Penitentiary, highlighting the distinct roles and functions of correctional facilities within the state's justice system.
