The Pulaski Co Detention is a locally operated low to medium-security regional detention center situated at 3201 W Roosevelt Rd in Little Rock, AR. This facility houses inmates from multiple surrounding counties that do not have a holding facility or jail, in addition to local detainees. Individuals awaiting trial or sentencing, as well as those serving shorter sentences, typically serve less than five years. Pulaski Co Detention accommodates detainees brought in by the Pulaski County Sheriff's Office, the Arkansas DOC, Little Rock Police Department, and other nearby law enforcement agencies, including the U.S. Marshal’s Service.
New detainees arrive frequently and may be released on bail, under pretrial supervision, or on their recognizance with a commitment to appear in court. The PCRDF is the largest county detention facility in Arkansas, housing more than 1,200 detainees daily. They hold a unique place in the criminal justice system in Pulaski County. This is the only long-term detention facility in Pulaski County and therefore supports twelve law enforcement agencies and thirty-three state and local courts. This is a facility that utilizes the “Direct Supervision” concept of inmate management, which allows us to maintain security and order cost-effectively. Running a facility of this size requires multiple divisions and sections specializing in the various aspects of maintaining a constitutionally sound operation. The Pulaski County Regional Detention Facility (PCRDF) operates various sections that are crucial to the safe and orderly management of inmates. Below is a breakdown of key areas within the facility:
Housing and Security
Housing and Security personnel are tasked with the supervision and care of inmates, ensuring that the facility operates constitutionally and securely. Deputies are responsible for maintaining a clean, safe environment, upholding an orderly routine, and preventing escape. The facility uses a behavior-based classification system to assign inmates to appropriate housing units, promoting a positive and safe environment.
Inmate Classification
PCRDF utilizes a Direct Supervision model, grouping inmates based on behavior and history. This method fosters a safe and secure environment for both inmates and staff.
Inmate Coordinator
The Inmate Coordinator’s Office monitors time computation and manages daily tasks, including preparing release lists and responding to inmate requests. Around 150 inmates are monitored daily, with an additional 220 inmates participating in weekend or day work programs.
Inmate Disciplinary and Grievances
Disciplinary hearings are conducted daily, addressing rule violations, while grievances are handled within ten working days. Grievance responses are documented and filed for future reference, and inmates can appeal unsatisfactory responses.
Inmate Records
The Inmate Records Clerk manages and files inmate records, including behavior assessments, grievances, and logs. This office also processes requests from other state and federal agencies, including FOI requests and expungement orders.
Inmate Services
Inmate Services provides self-help programs, coordinates educational opportunities like GED classes, and offers access to haircuts and religious services. The Chaplain oversees religious services and volunteer programs, while the Little Rock School District provides education for juveniles housed at the facility.
Inmate Visitation
The Visitation Section schedules around 2,000 appointments monthly, managing visits for inmates with family, friends, clergy, attorneys, and other professionals.
Intake Section
The Intake Section processes admissions into PCRDF according to Arkansas Jail Standards, ensuring that custody is legally justified.
Kitchen and Laundry
The kitchen is operated by Aramark Correctional Food Service, serving 3,000 meals daily, including special diet trays. Inmate workers assist with non-cooking tasks such as cleaning and tray preparation. Laundry services operate six days a week, with inmate workers handling the washing and delivery of clothing and linens.
Medical Department
TurnKey manages medical services at PCRDF, offering 24/7 care, including medical and mental health screenings, medication delivery, and emergency response. The department also provides chronic care, dental services, and psychiatric care, and manages outside medical appointments for inmates.
Special Emergency Response Team (S.E.R.T.)
S.E.R.T. is specially trained to handle high-risk incidents, including cell extractions, barricaded inmates, and hostage situations. Team members undergo rigorous physical and tactical training.
Transport Section
The Transport Section ensures inmates are brought to court appearances and medical appointments, and provides security for courthouse lock-ups. They also manage the transport of juveniles to and from detention facilities for court hearings.
