Quehanna Boot Camp, established in June 1992, was Pennsylvania's inaugural military-style motivational boot camp, offering a rigorous six-month disciplinary and training regimen for inmates. Alongside the Boot Camp Program, the facility serves as the primary venue for the State Drug Treatment Program (SDTP), catering to both male and female offenders.

Under Act 115 of 2019, part of the Justice Reinvestment Initiative, the placement process for offenders in drug treatment and intermediate punishment programs is streamlined, enhancing the parole process for non-violent offenders. Eligible inmates may opt for Boot Camp, SDTP, or Short Sentence Parole (SSP). SCI Quehanna exclusively hosts the Boot Camp Program and is the principal site for SDTP for both genders. The Boot Camp Program spans six months and incorporates a military-style approach with a focus on discipline, cognitive therapy, work ethic, and reentry services, including drug and alcohol treatment. A typical day involves physical training, educational or vocational pursuits, and treatment sessions. Participants, referred to as teammates, earn privileges as they progress through the program, with successful completion leading to automatic parole and subsequent community-based supervision.

SDTP caters to inmates with significant substance abuse treatment needs and comprises various phases, including institutional therapeutic community, community-based treatment, and supervised reintegration into the community. The program duration is 24 months, extendable up to 30 months if required for successful completion. Inmates must be within two years of their minimum sentence and meet specific eligibility criteria, outlined in Act 115 of 2019. Sentence length limitations apply, and certain offenses may render individuals ineligible, subject to assessment by the Department of Corrections.
