The Tioga County NY Jail is a detention center located at 103 Corporate Drive Owego, NY which is operated locally by the Tioga County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Tioga County accepts inmates from surrounding towns, Owego Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. The Tioga County Jail is a direct supervision, maximum security correctional facility, authorized to house 104 inmates. The facility operates 24/7 and conforms to the New York State Commission of Corrections Minimum Standards and other applicable laws.

The facility houses both male and female inmates, ages 16 and older. The facility also houses inmates from other county jails within New York State, State Parole violators and Federal Inmates for the U.S. Marshal’s Service.

Money may be deposited into the inmate’s account in any of the following ways:

  • Automated kiosk – The automated kiosk is located in the lobby of the Sheriff’s Office. The kiosk is available 24 hours a day, 7 days a week. A fee will be charged per transaction. All kiosk transactions require a valid driver’s or non-driver’s license, or military ID. Kiosk transactions require the depositor to know the inmate’s first and last name OR the inmate’s 7-digit recipient #.
  • Mail – Money mailed to the facility must be in the form of a U.S. Money Order or cash. Money orders must be made out to the Tioga County Jail for (inmate’s name) or it will be returned to sender.

Inmate Services

Educational Services

The Tioga County Jail provides educational opportunities to all inmates ages 16-21 who have not yet received a High School diploma. The inmates may request to enroll in the Test Accessions Secondary Completion (formally known as GED) program or in certain cases, may choose to continue with their current High School curriculum. For those studying for their TASC diploma, when the teacher determines his/her readiness to take the actual exam, they may be scheduled, while incarcerated, to sit with an examiner and take the exam. If they pass, they will be issued a High School equivalency diploma by N.Y.S. Also provided for those enrolled in the program are life and job skills education as well as career and vocational information. All educational services are provided by the Owego Apalachin School District.

Law Library

In March of 2013 the Tioga County Jail went “Green” and installed a Lexis Nexis Law Library system that provides constitutionally required legal research materials on the Federal, State and Local Government levels. This is an innovative touch screen kiosk that is user friendly and is available in each housing unit for inmates to use when researching their legal cases. This change has been an asset to the facility and has cut the costs of expensive books and the space needed for these printed materials.

Commissary

The Tioga County Jails Commissary system are touch screen kiosks which are located in each housing unit. Inmates are responsible for submitting their commissary orders. Commissary orders are delivered twice a week. There is a wide variety of items available for inmates to purchase and new items are added regularly.

Medical / Mental Health / Dental

Medical, mental health and dental services are provided to inmates by onsite staff. The Division cooperates with Tioga Opportunities to provide screening and treatment to jail inmates for sexually transmitted and contagious diseases as well as participation in the adult hepatitis vaccination program in order to protect the public upon the inmate's release. The mental health department coordinates all discharge planning for inmates to have a successful reentry back into the community. This involves collaborating with community agencies to provide educational opportunities such as life skills and self-help to become productive members of society.

Religious Services

The Tioga County Jail provides a variety of religious services to inmates. Religious providers volunteer their time to meet the spiritual needs of the inmates. Inmates are given the opportunity to attend spiritual services based on their chosen denomination.

Rules and Regulations

  • Attorneys representing an inmate may visit anytime except during normal lockdown times. Lockdown times are from 2:30 PM to 3:00 PM and 10:30 PM to 7:00 AM.
  • Visitors must arrive and be signed in 10 minutes prior to the beginning of the scheduled visitation or visitation will not be permitted.
  • Government issued photo identification is required (Valid driver and non-driver’s license, benefit card, etc.)
  • Anyone under the age of 18 must be accompanied by a parent or legal guardian, must have a copy of their birth certificate, and copy of guardianship order if not the parent of the child.
  • No coats, hooded sweatshirts, or any other items deemed inappropriate by Jail staff will be permitted into the visitation room. No jewelry except for wedding rings, religious medallions, and medical alert ID bracelets. Nothing in your hair including hair ties, clips, ribbons, etc. Nothing in your mouth including gum, candy, food, etc. Nothing in your pockets or clothing including cigarettes, lighters, money, keys, papers, etc. Visitor lockers are provided in the lobby to store those personal items not allowed into the visitation room.
  • Two visitors are allowed per visitation period. Toddlers and infants will not be counted as a visitor if seated on the lap of the adult during the visit. All visitors must remain seated during visitation.
  • Visitors may embrace and kiss the inmate they are visiting briefly at the beginning and at the end of the visitation. No open-mouthed kissing is allowed.
  • Disruptive or inappropriate behavior, clothing, or actions, along with a failure to comply with staff instructions will result in termination or denial of visitation.
  • Visitors suspected of being under the influence of alcohol or drugs will NOT be admitted into visitation.
