The Tulare County Bob Wiley Detention Facility is a medium-security detention center located at 36712 Rd 112 Visalia, CA which is operated locally by the Tulare County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Tulare County accepts inmates from surrounding towns, municipalities, the US Marshal's Service and the Visalia Police Department who do not have their own long-term lock-up.
In Custody Programs
R.S.A.T - Residential Substance Abuse Program - The RSAT program is a grant-based program that provides substance abuse treatment while in custody. The RSAT program is located at Men’s Correctional Facility (MCF), and can house up to 64 inmates. The program is a voluntary program and is a joint effort between Tulare County Sheriff’s department and Alternative Services. The mission is to provide a choice for positive lifestyle changes for the incarcerated population and their families through the facility and community-based services. This will be accomplished with assessments, behavior modification, life learning skills, and aftercare. Inmates must meet classification guidelines to be placed into the program.
W.R.S.A.T - Women’s Residential Substance Abuse Treatment Program - The Women’s RSAT Program is a 4-12 month substance abuse program housed at the Pre-Trial Facility in Unit 4B and has the capacity for 25 participants. The program promotes positive social behavior and prepares inmates for release by developing the knowledge and skills necessary to avoid substance use relapse and successfully integrate back into the community. Referrals may be made through the court or via green slips if the inmate is interested in the program. Inmates must meet classification guidelines to be placed into the program.
G.A.P.P - Gang Awareness Parenting Project - The Gang Awareness Parenting Project (G.A.P.P) provides a parenting program for incarcerated inmates and their families, who reside in select northern cities of Tulare County. The goal of the G.A.P.P. program is to bring awareness to the effects of gangs and focus on gang prevention in children. This service is provided through the Tulare County Sheriff’s Department through special funding from First Five Tulare County.
Transitional Program - This program is designed to assist offenders with a successful transition from jail to communities. Inmates identified for the program must be sentenced and have 90 days remaining on their sentence. There are twelve 30-40 minute individual sessions with a 13th session optional. Each session is built around establishing an individualized Transitional Discharge Plan.
Chaplain Services - Good News Jail & Prison Ministry serves as the provider of staff chaplains for the Tulare County Sheriff Department Jail Division. They are responsible for leading and coordinating religious programs in the Tulare County jails. They address the needs of the inmates with the assistance of jail ministry volunteers. They assist with death notifications and emergency situations when requested by custody staff.
Engraving - Is a vocational program offered at the Day Reporting Center. Inmates who are assigned to Engraving are trained in the various aspects of engraving and vinyl application on vehicles. Upon completion of the training program, inmates are issued a certificate listing all learned skills which can be given to potential employers. This program has been in existence since April 1998.

As of March 18, 2020, registration and visitation rules have changed to protect inmates at Tulare County Bob Wiley Detention Facility and their loved ones during the COVID-19 outbreak. At this time, there are no in-person visits for family and friends due to the COVID-19 situation. Video visitation is available; details can be found below or call 559-735-1700.

The Facility Lieutenant is responsible for the operation of the video visitation program. Visitation regulations include regular scheduling of visits at times that ensure reasonable access to inmates by family, friends, and others in the community. This is accomplished by off-site and on-site video visitation for members of the public and for off-site video visitation and in person on-site visits for attorneys and other professional visitors. The Department has established limits to the length of visits by members of the public to allow reasonable access to all inmates and in consideration of other relevant factors. Attorney and other professional visits may be scheduled separately. Notice is given to visitors regarding restrictions and visiting regulations when establishing an account for purposes of video visitation and is posted for professional visits that occur in person on-site. This information is also included in the Inmate Handbook.
VISITOR APPROVAL - The Facility Commander may authorize, for good cause, emergency visits beyond or in addition to normal visiting hours. Person(s) believed by substantial evidence to have a potentially detrimental effect on the inmate or to constitute a threat to the security of the facility will be denied.
