The Locked Detention program serves as a crucial intervention for youths who pose an immediate risk to the community, offering short-term confinement while awaiting adjudication, placement, or sentencing by a Utah Juvenile Court Judge. With 11 separate programs statewide, participants engage in structured activities like schooling, cognitive behavioral skill-building groups, and recreational pursuits, while also benefiting from encouraged family involvement through phone contact and visitation.

Admission into the program is based on the Statewide Detention Admission Guidelines, which outline a range of "Holdable Offenses." However, certain exclusionary criteria apply, such as status offenses, failure to appear at court hearings, runaway incidents, experiences of abuse or neglect, and age restrictions.

The overarching goals of the program include community protection, fostering accountability among participants, and conducting early screening and assessment to address underlying issues. Each youth's length of stay is individually determined by the Utah Juvenile Court, with the program targeting delinquent youths aged 12-17 deemed to pose significant community risks. Through its multifaceted approach, the program strives to provide a balance between public safety and rehabilitation, ultimately aiming to facilitate positive outcomes for both participants and the broader community.
