WHCC is for State Prison offenders sentenced anywhere from one year to life by the State Court in the county where the charges were filed

All prisons and jails have Security or Custody levels depending on the inmate’s classification, sentence, and criminal history. Please review the rules and regulations for State - work release facility.

Located at 40 Pippen Rd in Newcastle, WY, WHCC carefully assigns inmates based on their custody level, considering factors like criminal history. WHCC offers diverse educational and vocational programs aimed at equipping offenders for successful reintegration into society and reducing recidivism. Through these initiatives, inmates gain skills and confidence, fostering personal growth and resilience.

The WHCC, established in 1989 near Newcastle, began with 24 minimum custody inmates reconstructing modular buildings for essential facilities. Over time, WHCC expanded to house 238 minimum security male inmates across three dorms, with an additional secure ITU building for 56 inmates. It accommodates all custody levels for female ITU inmates and minimum custody for males. WHCC now features a warehouse and diverse spaces for programming, vocational training, recreation, and education, aiming to reduce recidivism through cognitive and behavioral interventions.

The WHCC operates in collaboration with the Wyoming Department of Corrections and the Wyoming State Forestry Division, a partnership established in 1964. While the Department of Corrections manages the facility, the State Forestry Division oversees inmates assigned to forestry crews.

Forestry work crews, under the supervision of state forestry crew leaders, undertake various projects falling into four main categories. Forestry projects include activities like thinning, salvaging wood, erosion control, and tree planting. Firefighting projects encompass wildland firefighting and controlled burns, offering valuable experience and pride to participating inmates.

Community service projects benefit state, city, or county agencies, focusing on maintenance and environmental tasks. Federal projects serve various federal agencies, with the state being reimbursed for all costs.

At full capacity, WHCC's Forestry Program employs up to 63 inmates. These crews are well-regarded in local communities, providing inmates with valuable skills and a sense of accomplishment, potentially aiding in their reintegration into society upon release.

WHCC maintains a database of current inmates and their locations within the system. To locate an inmate, begin by using the DOC locator tool, which requires entering the first three letters of the inmate's first and last name, allowing for variations in spelling.

If unable to locate the desired information through free resources, users may opt to use the Arrest Record Search, which requires payment. While this option incurs a small fee, it provides access to the most up-to-date data available.

Visitation Information

Wyoming Honor Conservation Camp - Visitation

Minimum inmates at the Honor Conservation Camp:

Friday 5:00-7:30 pm, check in between 4:45 and 5:15
Saturday, Sunday and Holidays 1:00 pm-7:30 pm, check in between 1:00 pm and 5:30 pm

Boot camp:
Sunday only, 10:30 am-12:30 pm, check in between 10:15 am and 10:45 am.
