Visitation Hours

Visitation at this state juvenile facility is restricted to immediate family members only, including mothers, fathers, sisters, and brothers. The visitation guidelines are stringent, and it is advisable to contact the facility staff to ascertain specific limitations. For information on visitation schedules, visiting room regulations, and other relevant details about your visit, please contact 262-638-1999. The facility staff will provide comprehensive guidance to ensure a smooth and compliant visitation experience.

1. One visitor must be an adult.
2. All visitors must be on the inmate’s approved visitor’s list. No exceptions.
3. The week begins on Tuesday and ends on Sunday or a Holiday Monday.
4. Tuesday, Wednesday and Friday visits may last up to three (3) hours for general population inmates. 5. Saturday, Sunday and Holiday general population visits may last up to two (2) hours. Inmates may have only one visit on a weekend, holiday or holiday weekend combination.
6. Holidays are: New Year’s Day, Martin Luther King Jr. Day, Memorial Day, The Fourth of July, Labor Day, Thanksgiving Day, Christmas Eve Day, Christmas Day and New Year's Eve Day.
7. Visiting hours may be shortened due to space availability. Efforts will be made to accommodate all visitors.
8. Visits must begin (45) minutes prior to the end of visiting hours:
 Tuesday, Wednesday, Friday – last visit begins at 7:45pm
 Saturday, Sunday, Holidays – last visit begins at 2:45pm 9.
9. Visiting time does not accumulate and does not carry over from week to week.

VISITOR IDENTIFICATION
All visitors age sixteen (16) and older must have appropriate and valid picture identification. No expired identification will be accepted. Acceptable picture ID’s:
1. Valid State driver’s license/DOT fee receipt with photo
2. Valid Current Passport or Visa
3. Valid Wisconsin Department of Transportation ID
4. Valid Military ID
5. Valid Tribal ID (if it provides a photo)
6. Valid Wisconsin Workforce Development ID

Visitors without an acceptable picture ID will be denied access to the institution. There will be no exceptions regardless of how many times you have visited and/or if you feel the staff should know who you are based on past visits.

Amish visitors who do not possess photo identification as a requirement of their religion shall:
1. Provide the facility with a signed and notarized affidavit from their Bishop. The affidavit shall include the physical description of each proposed visitor.
2. The facility will retain the original affidavit and place a copy in the respective inmate’s Visitor Information file. The visitor(s) shall retain a copy of the affidavit and produce it upon arrival to the facility as a means of identification.
3. Information regarding no photo identification will be entered into the “Relatives/Associates” screen in WICS

VISITOR REQUIREMENTS
1. All visitors, including minors, must be on the inmate’s approved visiting list. An adult, who is on the inmate’s approved visiting list, must accompany all minors unless the minor is the confirmed spouse of the inmate.
2. Disruptive or disrespectful behavior will not be tolerated and will result in the visitor being denied admittance into the institution. This behavior may also result in a loss of visiting privileges as deemed appropriate by the Security Director.
3. Visitors who smell of alcohol or appear intoxicated or under the influence of any substance will not be allowed into the institution.
4. All visitors entering the institution will be stamped on the right hand with invisible ink. No visitor will be permitted to exit the institution until the lobby staff identifies his/her stamp.
5. Visitors who are not allowed to visit or are denied a visit must leave institution grounds immediately.
6. Special visit requests are submitted by the inmate to his Social Worker no less than five (5) days prior for each occasion. Up to four combined special and/or extended visits are allowed per calendar year. Inmates may request two (2) special visits per calendar year for the same visitor. Special visits do not count towards the three allowable visits per week.
7. Extended visits may be requested by inmates to their Social Workers for visitors who travel 250 miles or more one way, whether or not they are on the inmate’s visiting list, no less than five (5) days prior to the proposed visit. No more than two (2) extended visits for the same person are allowed each calendar year and a combined total of four extended and special visits are allowed each calendar year. Extended visits count towards the three allowable visits for inmates each week.
8. Joint visits: The visitor(s) must be on the inmate’s visiting list and a close family member (biological, adoptive, step and foster parents; spouse, children, grandparents, grandchildren or siblings. A surrogate parent is within the definition of parent if an inmate substantiates the claimed surrogate did in fact act as a parent to the inmate, regardless if the surrogate parent is not an adoptive, foster or step parent). One joint visit per 30 days is allowed by approval from both the inmate’s Social Worker and the Security Director/designee. Joint visits will count as one (1) visit for each inmate for the week.

METAL DETECTOR/SEARCH OF VISITORS
1. All visitors must clear the metal detector before being permitted to enter the facility. Only three attempts to clear the metal detector are allowed. No exceptions.
2. Bobby pins/metal hair clips should be removed before attempting to clear the metal detector.
3. Visitors will proceed through at a normal pace with arms at their side.
4. Visitors will not be allowed entry when wearing clothing with decorative metal or large metal fasteners (i.e. buckles, snaps, metal buttons, etc. such as jean jackets or button fly jeans) Visitors must be able to remove/lock up or replace clothing that will not pass the metal detector.
5. Wire in undergarments and shoes will not pass the metal detector and should not be worn. Effective August 28, 2017 each visitor will be allowed a one-time exception to remove an undergarment. The visitor must still past the metal detector as stated above. All future visits the visitor will not be allowed to remove any undergarments and will be denied visitation on that day.
6. For visitors with special entrance needs, such as medical devices/appliances that render it impossible to clear metal detection, DAI Policy 309.06.02 will apply.
a. If there is a medical reason a visitor cannot pass the metal detector, including wheelchairs and scooters, he/she will be required get a medical clearance signed by a licensed doctor. DOC Form 2424 is available for inmates to send to visitors.
b. Your physician must complete and return this document to the Security Director (RYOCF, P.O Box 2200, Racine, WI 53404-0001) on the medical provider’s letterhead and including the name of the inmate the individual intends to visit. Information received via fax or sent via US Mail from addresses not identified as medical facilities will not be accepted or approved.  Pacemaker cards or other cards identifying medical conditions will NOT be accepted as proof of medical condition
c. Until the DOC-2424 is approved, the visitor in question will not be allowed to visit.
d. If the Security Director approves the medical clearance, the visitor will be scanned by a handheld metal detection wand before entering the visiting room.

VISITOR DRESS CODE
1. RYOCF promotes a family friendly atmosphere and visitors should keep this in mind when selecting clothing to wear for their visit. All clothing must be worn in the manner in which it is intended. The following apparel/accessories are prohibited, considered unacceptable and will result in the denial of a visit: a. Watches of all types including smart watches
b. Any wearable items with internet/smart technology and/or electronic recording equipment in any form
c. Transparent clothing (thin white or light colored shirts)
d. Shorts shorter than fingertip length (visitor standing naturally with arms straight down the side of body and fingers extended)
e. Skirts or dresses shorter than fingertip length plus three inches (should a reasonable doubt exist, a ruler will be provided to the visitor to enable the visitor to demonstrate compliance). Style of the upper portion of the dress must meet requirements of a top/shirt.
f. Tops and dresses that are strapless, tube, tank, spaghetti-strap and/or halter top
g. Tops and dresses that expose the midriff (front and/or back) and/or cleavage area
h. Spandex, spandex-like, Lycra or Lycra-like tights, leggings and jeggings
i. Underwear worn on the outside or exposed undergarments
j. Clothing with holes or tears including “stone washed” jeans with partial holes
k. Clothing or accessories with obscene or profane writing, images or pictures
l. Gang-related or club related clothing or insignia. This includes headwear, footwear, logos or insignias. Motorcycle jackets bearing club logos.
m. Hats must be worn with brim facing straight forward at all-times
n. Pants must be pulled up at all times (no sagging)
o. Any clothing with the potential to cause undue attention
p. Footwear shall be worn at all times.
2. Headwear/Hats are permitted
a. Visitors who have religious headwear concealing identity are required to allow institution/center staff to view their face(s) in order to verify identification of the visitor upon entry and exit of the institution. When identification is confirmed, the visitor will be permitted to replace the facial covering.
b. If the visitor is female, a female staff member will conduct the identification verification procedure.
c. Special security precautions may be taken, as authorized by the institution Security Director, to effectively supervise the visit.
3. Acceptable attire shall be worn at all times. Restrictions apply equally to men, women and children.

APPROVED PROPERTY FOR INMATE VISITORS
The following items are not permitted inside the visiting room: watches, wallets, purses, keys, diaper bags, ID’s, electronic paging devices, cameras, cell phones or food items. All articles not approved for entry into the visiting room must be placed in a locker located in the lobby. Lockers are operated with two quarters that are returned to you after returning the key to the locker. The Department of Corrections is not responsible for lost or stolen items stored in lockers by visitors.
1. Visitors are allowed to take the following property into the visiting room after inspection by staff (at staff discretion, items may also be required to be viewed on the x-ray machine):
a. Up to $20 worth of coin money for use in the vending machines per visit. A change machine is available in the lobby.
b. Comb, pick or brush. Limited to one per visitor.
c. Up to two (2) baby blankets per child.
d. Up to four (4) diapers per child. Diaper bags are not allowed.
e. Up to two (2) plastic baby bottles per child. Bottles must be prepared in the lobby before entry to the visiting room is granted.
f. One (1) hand-held baby seat per child.
g. Diaper wipes. Must be kept in a clear plastic bag.
h. One (1) pacifier per child.
i. One (1) institution locker key.
j. Visitors are permitted to bring in medically necessary medication such as inhalers, nitroglycerin, epi pens, etc.
2. Money/Property Brought in on Visits
a. No cash or other personal items will be accepted by facility staff or left in the visiting area for inmates.
b. Money may not be brought in during a visit to be deposited in an inmate’s account. All money for deposit to an inmate’s account must be sent through the mail in the form of a cashier’s check or money order only. (Mailing address is on the last page).
c. Letters, photos and legal papers cannot be brought in during visits. Exceptions may be made with prior written approval by a Security Supervisor during tax time for tax documents requiring the inmate’s signature. No other exceptions will be made.

GENERAL VISITING RULES - RESTRICTIVE HOUSING
1. ALL Restrictive Housing visits are no-contact visits.
2. South Restrictive Housing visits take place in the Visiting Room’s no-contact booths.
3. Main Restrictive Housing visits take place in the Main Restrictive Housing Unit’s no-contact booths.
4. The number of visitors allowed for ANY no-contact visit is limited to three (3) visitors.
5. Of the three (3) visitors only ONE (1) can be a child and MUST be the inmate’s child or sibling.
6. Inmates in Restrictive Housing are not eligible for joint visits.
7. All visits are a maximum of 60 minutes.
8. All General Visiting Rules apply for visitors and inmates.
9. The number of weekly visits is determined by the Inmate’s current Restrictive Housing Status.

GENERAL VISITING RULES
1. Inmates are responsible to inform their visitors of all rules governing their visit.
2. Any abuse of visiting policy and procedures, by inmates or visitors, may result in a no-contact visit, suspension or permanent loss of visiting privileges.
3. Once a no-contact visit has begun, it will remain a no-contact visit.
4. Visitors are not allowed to physically or verbally abuse an inmate. This includes pushing, hitting, striking or loud verbal exchanges with the inmate. Such behavior will result in the visit being terminated. The visitor will be subject to having no-contact visits or their visiting privileges suspended or their visiting privileges terminated per the Security Director's discretion.
5. Visitors are not allowed to verbally abuse or disrespect staff in any way. This will result in the visit being terminated and the visitor being subject to having their visiting privileges suspended or terminated per the Security Director's discretion.
6. Seating will be assigned by visiting room staff. Inmates must check in at the Officer Station before the start of their visit. Inmates will then be seated in the purple chair facing the officer station. The official start time of a visit is when the inmate arrives and checks in with staff.
7. If a visitor has waited more than 15 minutes for an inmate to arrive at the Visiting Room, staff will make a call to the unit to inquire about the reason for the delay. Once it has been verified the inmate has been personally told of a visit, he has 20 minutes to arrive at the Visiting Room before disciplinary action is taken.
8. Inmates must wear a complete set of greens (a green shirt and pants) and their state-issued footwear. No personal footwear is allowed in the visiting room. All buttons on shirts are to be buttoned except the top button. Shirts must be tucked inside pants. Collars should not be tucked in, turned under or turned up.
9. Inmates are not allowed to handle any coins at any time. Only visitors are allowed to approach and operate the vending machines.
10. Inmates are not allowed to take anything out of the visiting area back to their unit. This includes any items purchased from vending machines.
11. No visitors will be allowed to leave or be added once a visit commences. If one person leaves, the visit is ended.
12. Inmates may not leave the visit and then return.
13. Inmates must sit facing the Officer Station with their chairs also facing their assigned table.
14. Inmates and visitors will always sit in an upright position and will not place their feet on the furniture.
15. Hands of inmates and visitors must be visible to staff at all times. Inmates and visitors are not allowed to place their hands inside or underneath their own or anyone else's clothing.
16. Laps of inmates or visitors are not to be covered at any time during the visit.
17. Inmates and visitors are permitted to hold hands; no other parts of body shall come in contact.
18. The inmates and their visitors may not put their arms around or on one another.
19. Excessive displays of affection are not permitted. Inmates and their visitors are permitted to embrace and kiss at the beginning and end of their visit.
20. Any embracing, kissing or indiscreet conduct during the visit will lead to individual disciplinary action which may include no-contact visits, suspension or removal of visiting privileges.
21. Conversation during visits will be held in a normal tone of voice to not disturb others.
22. Visitors are responsible for the care and behavior of their children. Children should not be loud, screaming and/or distracting other visitors, left unattended or allowed to leave their assigned table area.
23. No running, jumping or horseplay allowed in the Visiting Room.
24. No cross visiting. Inmates and visitors are allowed to visit with people at their table only.
25. Inmates are not allowed to physically or verbally abuse a visitor. This includes disciplining their own children (spanking, pushing, hitting, and/or loud verbal exchanges of any kind). This behavior will result in the visit being terminated and inmates will be subject to disciplinary action.
26. Breastfeeding During Visitation
a. A mother with child is permitted to breast-feed during visitation in the institution visiting room.
b. There is an area within the visiting room available if a mother desires to have privacy while breastfeeding and/or pumping or expressing milk into bottles. The mother cannot be required to utilize it.
27. Visitors will change children's diapers in the visitor's restroom only. Inmates are not allowed to take children to the restroom.
28. Inmates needing to use the restroom are only allowed to use the inmate restroom. All inmates will be strip searched before being allowed to use the restroom.
29. Inmates must clean their table area at the end of the visit.
30. Upon completion of the visit, inmates are to sit by the exit door to be searched and visitors must immediately exit the Visiting Room.

Failure to abide by the rules and regulations of RYOCF’s visiting room may result in the suspension or termination of visiting room privileges.

General Visiting Rules

In addition to department-wide policies and procedures, adult facilities have site-specific visiting information available on their webpages, including visiting hours, the number of visits allowed per week, the number of visitors allowed per visit, and other rules and procedures. New visitors may also wish to contact the respective facility with questions prior to visitation.

Vehicles, Parking and Facility Grounds
All verbal and non-verbal communication with inmates from outside the approved visiting area is prohibited. This includes speaking, waving, and the sounding of horns or blinking of headlights.

Loitering in parking lots is prohibited. Any person accompanying a visitor who is not visiting an inmate must leave facility property while waiting for the visitor(s); waiting in the parking lot or a vehicle is prohibited. Animals may not be left unattended in vehicles.

Vehicles must be secured (windows rolled up, doors locked). If your vehicle is found unsecured, your visit may be terminated. Disabled or stalled vehicles must be immediately reported to the lobby sergeant. Any vehicle left on state property for more than 24 hours may be ticketed or towed at the owner’s expense.

Some facilities may require the use of street parking or a parking ramp. Visitors are encouraged to read signage on roadways, ramps, and meters to ensure parking restrictions are followed.

Handicap parking spaces are provided for visitors with handicapped license plates or displaying state-authorized handicap parking placards.

Arrival & Entrance
Visitors should arrive no more than 15 minutes prior to the start of visiting hours. Upon arrival at the lobby, visitors may be required to complete a DOC-176 Request to Visit Offender. A visitor's hand may be stamped by security staff and checked when entering and leaving secure areas.

Visitors age 16 or older must provide photo identification. Acceptable forms of photo identification are:

  • Valid state driver's license
  • Valid passport or visa
  • Valid Department of Transportation (DMV) photo I.D.
  • Valid military identification card
  • Valid tribal photo I.D.

Only visitors on an inmate's approved visiting list will be permitted to visit. Anyone denied visitation must leave facility property immediately; waiting in vehicles or parking lots is not allowed.
Metal Detectors
Visitors will be denied entry to the visiting room if they are unable to successfully clear a metal detector within three attempts. In order to expedite the entrance process, visitors should avoid wearing metal jewelry or clothing with metal, such as buckles, snaps, bib overalls, wire undergarments, etc.
Special Accommodations
Accommodations for visitors who are unable to successfully walk through and clear the metal detector due to a medical appliance/assistive device should be requested using a DOC-2424 Visitor Requesting Accommodations form. This form is available for download in English and Spanish and can also be requested by checking a box on the DOC-21AA (visiting application). The visitor's physician must complete, sign, and return the form via fax or mail to the institution security director or center superintendent for approval prior to the visitor being allowed entrance.
Visitors who utilize a wheelchair must use an institution-approved wheelchair. This may be a personal wheelchair or one provided by the institution, as determined by the institution. Personal wheelchairs are subject to search.

Visiting Areas

Each institution has a designated visiting area. Some correctional facilities have both inside and outside visiting areas, which may be used during appropriate times of the year. Visiting area rules are specified in each facility's visiting information guide.

No-Contact Visits

Inmates in restrictive housing or under no-contact visiting restrictions may have additional restrictions imposed, such as the required use of audio visual equipment or limits placed upon visiting hours, length of visits, or the number of visitors per visit. Visitors may call the facility to determine if an inmate has any visiting restrictions.

Behavior While Visiting

Visitors must conduct themselves in an appropriate and courteous manner and must follow all visiting rules at all times. It is the inmate's responsibility to ensure their visitors are aware of all visiting rules and regulations.

Visitors appearing to be under the influence of intoxicants will not be allowed entrance.

Parents are responsible for the behavior and supervision of their children at all times. Any child leaving the visiting area must be accompanied by an adult.

Inmates may embrace and kiss visitors at the beginning and end of each visit. Excessive displays of affection are not permitted. Inmates may hold their own children who are age 5 or under. An inmate's hands must remain visible at all times.

Inappropriate conduct by visitors or inmates, including children, may result in termination of the visit and potential suspension of visiting privileges.
Prohibited Items
The following items are prohibited at all DAI facilities. This is not a complete list of prohibited items; visitors should review site-specific visiting information available on the facility webpage or contact the facility directly for further information:

  • Weapons.
  • Cell phones, cameras, pagers, recording equipment, and all other electronic devices.
  • Illegal drugs.
  • Alcohol.
  • Tobacco and related products.
  • Matches and lighters.
  • Purses.
  • Strollers.
  • Money or other items intended to be given to an inmate.
  • Reading materials or other papers, without prior approval.
  • Pets or other animals, except for those required as service animals for persons with disabilities.
  • Food/beverages (exceptions exist at some centers). Vending machines may be available inside the visiting room.

Allowed Items

The following items may be brought into facilities, should they pass inspection. This is not a complete list of allowed items; visitors should review site-specific visiting information available on the facility webpage or contact the facility directly for further information:

  • Money, not to exceed $20.00 per visitor.
  • Comb, pick or brush, limited to one per visitor.
  • Up to two (2) baby blankets per child.
  • Up to four (4) diapers per child. Diaper bags are not allowed.
  • Up to two (2) plastic baby bottles per child.
  • One (1) hand-held baby seat per child.
  • Diaper wipes, which must be kept in a clear plastic bag.
  • One (1) pacifier per child.
  • One (1) coat and one (1) pair of gloves per visitor.
  • Headwear (provided it does not conceal identity).
  • One (1) facility locker key.
  • Medically necessary medications, which may include inhalers, nitroglycerin, epipens, etc.

Visitor Clothing

Visiting areas are intended to be an atmosphere that is appropriate for families and friends of all ages. Visitors who are not dressed appropriately may be denied entrance. Footwear must be worn at all times. Restrictions apply equally to men, women, and children. The following items are prohibited:

  • Watches.
  • Transparent/translucent clothing.
  • Shorts that do not reach fingertip length when the visitor stands with upright posture, arms straight down, fingers extended.
  • Skirts and dresses that do not reach fingertip length when the visitor stands with upright posture, arms straight down, fingers extended.
  • Tops and dresses that are strapless, tube, or halter style, or that expose the midriff or back.
  • Camisoles and tank tops must be worn under other clothing.
  • Spandex, Lycra, or other stretch fabrics. Tops, tights or leggings of this material may be worn under attire of appropriate length as identified in this section.
  • Exposed undergarments.
  • Clothing with revealing holes, tears, or slits.
  • Clothing or accessories with obscene or profane writing, images, or pictures.
  • Gang-related clothing, headwear, shoes, logos, or insignias.
  • Any clothing that may have the potential to cause undue attention.

Visitation Rules

WI DOC - Rules by Type

DOC 309.07 Conduct during visits. Visitors and inmates shall obey the administrative rules and institution policies and procedures regarding visitation.

DOC 309.08 Visiting list.
(1) Each inmate shall have an approved visitor's list.
(a) Except as otherwise provided under this section, the warden shall only permit visitors on the inmate's approved list to visit the inmate. Except as provided under par. (c), the warden shall only permit each inmate 12 adult visitors on the visiting list.
(b) Children of the inmate and children of approved visitors who have not attained their 18th birthday may visit and the warden shall not count them against the 12 visitors permitted. In order to be permitted to visit an inmate, children shall have written approval of a non-incarcerated custodial parent or legal guardian, or have a court order directing the visit, and their names must appear on the approved visitors list.
(c) The warden may approve more than 12 visitors on the visiting list if the first 12 visitors on the visiting list are close family members.
(d) The institution may require inmates to provide accurate and complete information regarding proposed visitors, including, but not limited to, the name and address of the proposed visitor, the inmate's relationship to the proposed visitor, and date of birth of the proposed visitor.
(e) The institution may require and utilize information from other sources in determining a proposed visitor's suitability for visitation.
(f) An inmate may not make any changes in an inmate's visiting list for a minimum of 6 months from the date of its original approval or for a minimum of 6 months after each subsequent approval or disapproval determination is made.
(2) The department shall establish procedures for the formulation and maintenance of visiting lists.
(3) The warden may place additional limitations or conditions on the visitation of inmates during periods of intensive programming or special placement for an individual inmate or a class of inmates. The additional limitations shall be related to the special programs or placements for security or program reasons. Limitations may include the number of visits or visitors and time or duration of visits. Conditions may include no contact visits or visitation provided by technological means not requiring direct personal contact, such as video connections.
(4) The warden shall determine whether a person may be approved for visiting, including no-contact visiting, or removed from a visiting list based on the following:
(a) The requesting inmate has provided falsified, incorrect, or incomplete information.
(b) The proposed visitor has provided falsified, incorrect, or incomplete information.
(c) There is no signed and dated approval of a non-incarcerated custodial parent or legal guardian for a proposed visitor less than 18 years of age or there is no court order directing the visit.
(d) The warden has reasonable grounds to believe the visitor has attempted to bring contraband into any penal facility, as defined in s. 19.32 (1e), Stats., or that the visitor otherwise poses a threat to the safety and security of visitors, staff, inmates or the institution.
(e) The warden has reasonable grounds to believe that the inmate's reintegration into the community or rehabilitation would be hindered.
(f) The warden has reasonable grounds to believe that the inmate's offense history indicates there may be a problem with the proposed visitation.
(g) The warden has reasonable grounds to believe that the proposed visitor may be subjected to victimization.
(h) The proposed visitor has been incarcerated within the last twelve months.
(i) A visitor was approved for visiting by mistake or based on inadequate information.
(j) The proposed visitor is a current or former employee, volunteer, contract agent or similarly situated individual within the past 12 months.
(5) A custodial parent, or authorized adult who is on the approved list, shall accompany visitors who have not attained their 18th birthday, unless the visitor is the spouse of the inmate.
(6) If the warden disapproves a proposed visitor or approves a proposed visitor for no-contact visiting only, the warden shall inform the visitor of the reasons for the action in writing. The proposed visitor may appeal this decision in writing to the warden. An inmate may appeal this decision through the inmate complaint review system.
(7) The warden may permit occasional visits by people not on an inmate's visiting list. The warden may require notification in advance of such a visit.

DOC 309.09 Regulation of visits for inmates.
(1) The department shall establish policies and procedures governing visitation in prisons. Each institution shall establish written policies and procedures regarding visitation and shall make them available to inmates and visitors at each institution.
(2) Each institution shall establish a visitation schedule consistent with other institution activities and available resources.
(3) Each institution shall permit each inmate in the general population the opportunity for visitation at least 9 hours per week according to the visitation schedule established under sub. (2).
(4) Each institution shall permit each inmate in a segregated status the opportunity for visitation at least 1 hour per week with the exception of controlled segregation and observation, which require the approval of the warden.
(5) Institutions shall require visitors to provide identification before permitting the visit.
(6) Institutions may limit visitation for inmates in segregation by issuing restrictions concerning minor visitors, number of visitors, hours and location of visits, or if the warden determines that the visit poses a threat to the proposed visitor, staff or inmates.

DOC 309.10 Special visits.
(1) Public officials and members of private and public organizations who provide services to inmates may visit institutions with the approval of the warden. These visitors shall make arrangements for all such visits in advance with the warden to minimize interference with normal operations and activities. The warden may limit the duration of such visits for security reasons. A person who has not attained the age of 18 may not participate in any group visit except with the approval of the warden, unless the person is a family member on the inmate's approved visitor list.
(2) The warden shall permit attorneys, attorney aides, and law students to visit their inmate clients to provide professional services during institution business hours on weekdays. The warden shall permit pastoral visits during institution business hours on weekdays. The warden shall not count these persons against the allowable number of visitors or hours of visits of the inmate. The warden may require advance notice of these visits. The warden may approve visits of this type outside institution business hours in emergencies.

DOC 309.11 No-contact visiting.
(1) 
(a) The warden may impose no-contact visiting in response to an initial application to visit or upon subsequent review of the visiting status of an inmate or visitor. In making such determination, the warden shall consider the criteria in s. DOC 309.08 (4). After a period of one year the inmate or visitor may request review of the conditions of visiting.
(b) If the warden imposes no-contact visiting on an inmate, the warden may apply no-contact visiting to all visitors of the inmate.
(c) If the warden imposes no-contact visiting on a visitor, the warden may apply no contact visiting to all visits of the visitor, and may recommend to the administrator the no-contact visits be imposed at all other institutions. The administrator may approve the recommendation.
(2) The security director may impose no contact visiting if:
(a) The security director finds that an inmate or visitor has introduced contraband into any institution or engaged in other behavior that threatens security or interferes with the rights of others.
(b) An inmate is in temporary lockup, observation, voluntary confinement, adjustment segregation, program segregation, controlled segregation, disciplinary separation, or administrative confinement.
(3) 
(a) If staff allege an inmate has violated visitation rules or institution policies or procedures relating to visitation, staff shall write and dispose of a conduct report in accordance with the rules providing for disciplinary procedures. For a visiting violation, staff may impose any penalty provided in the disciplinary rules.
(b) In addition to any penalty imposed in par. (a), for a visiting violation the security director may impose no-contact visiting for up to one year, and the inmate may appeal this to the warden.
(c) In addition to any penalty imposed in par. (a), for a visiting violation, the warden may impose no-contact visiting for more than one year, and the inmate may appeal this to the administrator.
(4) If staff allege a visitor has violated visitation rules or institution policies and procedures relating to visitation, the security director shall investigate and decide if a violation occurred. If the security director determines a violation occurred, the security director may impose no-contact visiting restrictions on that visitor. The visitor may appeal the no-contact visiting restrictions in accordance with sub. (3). The warden shall inform the visitor and inmate of the restriction promptly in writing and the reasons for it.

DOC 309.12 Revocation, suspension, and termination of visiting privileges.
(1) In this section:
(a) “Revoke" means to remove visiting privileges based upon new information or changed circumstances that affects visiting approval.
(b) “Suspend" means to restrict the visits of an inmate by a specific visitor for a specific period of time due to an investigation or review process because of an alleged violation of visitation rules, policies and regulations.
(c) “Terminate" means the stopping of a visit in progress, usually based on an alleged violation of visitation rules, policies and regulations during the visit.
(2) A supervisor may terminate a visit, and the warden or security director may suspend or revoke visiting privileges.
(3) If staff allege an inmate has violated visitation rules, policies or procedures during a visit, staff shall write and dispose of a conduct report in accordance with the rules provided for in disciplinary procedures. In addition to any disciplinary penalty, the warden or security director may suspend or revoke visiting privileges, and a supervisor may terminate a visit.
(4) If staff allege a visitor has violated these sections or institution policies and procedures relating to visits, the security director shall investigate and decide if such a violation occurred. If the security director determines that such a violation occurred, the security director may suspend visiting privileges with that visitor. The visitor may appeal the suspension of visiting privileges in accordance with sub. (2). The security director shall inform the visitor and inmate of the suspension promptly in writing and the reasons for it.

Philosophy
The Wisconsin Department of Corrections (DOC) understands the importance for inmates to maintain contact with family and friends. Research shows maintaining strong family ties can have a positive impact on an offender's success in completing treatment and other programs during incarceration, as well as their chances for success after they are released.
The Division of Adult Institutions (DAI) encourages visiting opportunities between inmates and approved visitors. In order to best support their loved one, inmate friends and family should familiarize themselves with DAI visitation rules and procedures. The following guidelines help to ensure a safe and secure visiting environment while promoting a family atmosphere.

Wisconsin Statutes s. 302.095(2) - Delivering Articles to Inmate prohibits delivery of any article to an inmate of a state correctional facility, depositing or concealing an article within the facility or within its boundaries, or receiving an article to convey out of the institution that is contrary to the rules and regulations and without the knowledge or permission of the warden or superintendent. Violation of this law is a Class I felony, the punishment for which is imprisonment up to 3.5 years, a fine of up to $10,000, or both.

The DOC is committed to maintaining drug-free facilities and will investigate and assist in the prosecution of any individual attempting to introduce drugs or other prohibited items into a correctional facility.
Obtaining Permission to Visit an Inmate
All persons who wish to visit an inmate must be listed on the inmate's approved visitors list, per Administrative Code Ch. 309.08. A completed DOC-21AA Visitor Questionnaire must be submitted for all prospective visitors, including minor children. It is the inmate's responsibility to obtain and mail the DOC-21AA to a prospective visitor. Proposed visitors must return the completed form to the institution for processing. If approved, inmates will be notified that a visitor has been added to their visiting list. Applicants may be denied approval for visitation on a number of grounds, which are specified in state administrative code. Applicants who are denied approval will receive a written notice.

Persons under the age of 18 must obtain the consent of a non-incarcerated parent or legal guardian prior to visiting, which must be documented on the DOC-21AA. All visitors under the age of 18 must be accompanied during visitation by an adult that is on the inmate's approved visitors list unless the minor visitor is the legal spouse of the inmate.
A close family member, for visiting purposes, is defined as an inmate’s natural, adoptive, step, or foster parent; spouse; child; grandparent; grandchild; or sibling.
Visitation During Intake/Assessment and Evaluation (A&E)
Inmates entering DOC custody are held for a period of time in Intake/A&E units at Dodge Correctional Institution (DCI), Milwaukee Secure Detention Facility (MSDF), or Taycheedah Correctional Institution (TCI).

Inmates in A&E status are permitted up to four adult visitors who are close family members. An inmate’s minor children do not count against the four visitor limit. Inmates in A&E status who have sexually-related offenses may be restricted from having visitors who are under the age of 18.

Non-A&E Inmates
Inmates who have transferred out of A&E status at DCI, MSDF or TCI, or who have been moved to another facility, are allowed up to 12 adults on their visitors list. Minor children who have been approved for visitation shall not be counted against the 12 visitor limit until their 18th birthday. Changes to an inmate's visiting list must be initiated by the inmate.

An inmate may have more than 12 visitors on their visiting list with the approval of the institution superintendent or warden if all visitors on the list are close family members.
